Պետական պարտքը մոտենում է իր «պիկին»

Ցանկացած երկրի գործունեության առանցքային նպատակներից մեկը երկրի տնտեսական անվտանգության ապահովումն է, որը հնարավորություն կտա պետությանն ապրել բնականոն կյանքով: Տնտեսական անվտանգության հարցում յուրաքանչյուր երկրի համար կան մի շարք սպառնալիքներ, որոնց կանխարգելումն ու կարգավորւմը դառնում է երկրի անվտանգության ապահովման հիմնական ուղղությունը:
 
Այս համատեքստում բացառություն չէ նաև Հայաստանի Հանրապետությունը, որի տնտեսական անվտանգության պահովման հիմնական սպառնալիքներից մեկը պետական պարտքի բարձր մակարդակն է: Թե ինչքանով է պարտքը վտանգավոր, գնահատվում է որոշակի չափորոշիչների հիման վրա: Զարգացող երկրների տնտեսական անվտանգության գնահատման միջազգային պրակտիկայում ընդունված է, որ երբ պարտք/ՀՆԱ հարաբերակցությունը գերազանցում է 50%-ը, դառնում է կառավարման ու կայունության տեսակետից ռիսկային: Շատ երկրներում այս գործակիցն ամրագրվում է օրենքով, և կառավարություններն ամեն ինչ անում են պետական պարտքի մակարդակը բարելավելու ուղղությամբ:
 
2016 թվականի հուլիսի 31-ի դրությամբ Հայաստանի համախառն պետական պարտքը կազմում է 5.384 մլրդ դոլար: 2015-ի տարեվերջի համեմատությամբ այն ավելացել է 306.511 մլն դոլարով կամ 6.3%-ով:
 
ՀՀ ազգային վիճակագրական ծառայության տրամադրած տվյալների համաձայն՝ դրանից 4.493 մլրդ դոլարն արտաքին պարտքն է, որից ՀՀ կառավարության պարտքը կազմում է 3.99 մլրդ դոլար, իսկ Կենտրոնական բանկինը՝ 502.4 մլն դոլար: ՀՀ համախառն արտաքին պարտքը 2015-ի տարեվերջի համեմատ ավելացել է 4%-ով:
 
ՀՀ ներքին պարտքը կազմում է 891.193 մլն դոլար: 2015-ի տարեվերջի համեմատ այն ավելացել է 17%-ով:
 
2015թ. սեպտեմբերի վերջին ՀՀ պետական պարտքը կազմել է 4 մլրդ 778 մլն 509 հազար ԱՄՆ դոլար (2 տրլն 272 մլրդ 611.1 մլն դրամ)՝ 2014թ. դեպտեմբերի վերջի 4 մլրդ 441 մլն 524 հազար դոլարի դիմաց. 2015թ. առաջին ինն ամիսներին այն աճել է 336 մլն 985 հազար դոլարով կամ մոտ 7.6 տոկոսով: ՀՀ ԱՎԾ-ի տվյալներով՝ Հայաստանի համախառն պետական պարտքը 2016թ. կկազմի ՀՆԱ-ի 49,4 տոկոսը: Fitch Ratings միջազգային վարկանշային գործակալությունը Հայաստանի իր հերթական դիտարկման մեջ կանխատեսել է, որ Հայաստանի պետական պարտքը 2017թ. կաճի մինչև 52,4 տոկոսով՝ ՀՆԱ-ի համեմատ, մինչդեռ, ըստ ՀԲ-ի կանխատեսումների, հաջորդ երկու տարիներին պարտք/ՀՆԱ հարաբերակցությունը կնվազի 2017-ին 51.5%-ով, 2018-ին՝ 50.04%-ով:
 
Այս երկու կանխատեսումներով հանդերձ, ակնհայտ է դառնում, որ եթե անգամ հնարավոր լինի զսպել պետական պարտք/ՀՆԱ հարաբերակցության 50 տոկոսի սահմանաչափին հասնելը, միևնույն է, այս ցուցանիշը գտնվում է վտանգավորության բարձագույն մակարդակում, ՀՀ պետական պարտքը հասել է իր «պիկին» և լուրջ քայլեր են անհրաժեշտ ձեռնարկել խնդիրը լուծելու համար, հակառակ դեպքում վտանգը և կորուստները կարող են աղետաբեր և կործանարար լինել մեր երկրի տնտեսության համար:
