Սերգեյ Մինասյանը վարչապետի հրաժարականը կապում է երկրում ստեղծված հասարակական- քաղաքական իրավիճակի հետ

Քաղաքագետ Սերգեյ Մինասյանը ՀՀ վարչապետ Հովիկ Աբրահամյանի հրաժարականը կապում է ապրիլյան քառօրյա պատերազմից և հուլիսյան հայտնի իրադարձություններից հետո երկրում ստեղծված հասարակական-քաղաքական իրավիճակի հետ: «Արմենպրես»-ի հետ զրույցում քաղաքագետն ընդգծեց, որ այդ իրադարձությու ններից հետո հասարակությունը պահանջում է պետական համակարգի բարելավումներ, որոնք Հովիկ Աբրահամյանը նույնիսկ մեծ ցանկության դեպքում չէր կարող իրականացնել` լինելով այդ համակարգի մասնակից:«Կարծում եմ, որ Հանրապետության նախագահն այս ամենը շատ լավ հասկանում է: Հիշեցնեմ, որ կարճ ժամկետում նոր կառավարության ստեղծման մասին նախագահը խոսել էր պարեկապահակային ծառայության գունդը գրավելու իրադարձություններից հետո»,- նշեց Մինասյանը:
Հարցին, թե նոր կառավարությունն առաջնահերթ ի՞նչ քայլեր պետք է ձեռնարկի փոփոխություններ իրականացնելու համար, Սերգեյ Մինասյանը պատասխանեց. «Բոլորն էլ հասկանում են, որ հասարակությունը պահանջում է շատ կտրուկ, լուրջ փոփոխություններ, իսկ դա նշանակում է, որ առաջին հերթին պետք է փոխվեն խաղի կանոնները սոցիալ-տնտեսական կյանքում: Բացի դրանից` վարչապետը ու որոշ չափով նաև իշխող կուսակցությունը պետք է աշխատեն այն ուղղությամբ, որ բացեն քաղաքական դաշտն ընտրություններից առաջ: Այսինքն՝ պիտի պատրաստ լինեն այդ քաղաքական և տնտեսական հնարա վորությունները կիսել այլ քաղաքական ուժերի հետ, որը կարող է հասարակության կողմից ընկալվել որպես լուրջ փոփոխություն:
Քաղաքագետն անդրադարձավ նաև շրջանառվող լուրերին, որ վարչապետի պաշտոնում Հովիկ Աբրահամյանին կփոխարինի Երևանի նախկին քաղաքապետ Կարեն Կարապետյանը: ՙԵս էլ լսել եմ այդ լուրերը և, բնականաբար, շատ հավանական եմ համարում: Գլխավոր առավելությունը, որն ունի Կարեն Կարապետյանը, այն է, որ ինքը չի համարվում գործող քաղաքական-տնտեսական համակարգի ներկայացուցիչը: Այսինքն՝ ժողովրդական լեզվով ասած, նա դրսից եկած մարդ է, ով պետք է բարեփոխի համակարգը: Ես կարծում եմ, որ այդ նշանակումը տեղի կունենա նաև` ելնելով հենց այս հանգամանքից: Կհաջողվի՞ նրան դա անել, թե ոչ, այլ հարց է»,- եզրափակեց Մինասյանը:
Սեպտեմբերի 8-ին կառավարության նիստի ավարտին ՀՀ վարչապետ Հովիկ Աբրահամյանը հայտարարեց հրաժարական տալու մասին: Շրջանառվող լուրերի համաձայն` վարչապետի պաշտոնում Հովիկ Աբրահամյանին կփոխարինի Երևանի նախկին քաղաքապետ Կարեն Կարապետյանը:
