«ՀԺ». ՀԷՑ-ի յուրաքանչյուր փաստաթուղթ ուսումնասիրելիս մարդ ուզում է բացականչել «Ձեռ ե՞ք առնում, արա»

«Հայկական ժամանակ» թերթը գրում է. «Հայաստանի էլեկտրական ցանցեր» ընկերության վարձակալած առանձնատներից մեկը գտնվում է Երեւանի Արաբկիր թաղամասի խորքերում՝ Մանուշյան փողոց 59 շենք հասցեով: Ընդհանուր մակերեսը 160 քառակուսի մետր է: ՀԷՑ-ն այս առանձնատան համար վճարում է ամսական 1 միլիոն 110 հազար դրամ: Եվ այդ գումարը ամբողջությամբ ներառված է էլեկտրաէներգիայի սակագնում: Այսինքն՝ այս առանձնատան վարձակալության համար վճարում ենք մենք՝ բոլորս:

Արժե՞ արդյոք ամսական ավելի քան 2 հազար 300 դոլար վճարել այս առանձնատան համար: ՀՀ պետական կադաստրի հրապարակած պաշտոնական տվյալները համադրելով կստացվի, որ այս տունը արժե մոտավորապես 60 միլիոն դրամ: Ամեն ամիս 1.110 միլիոն դրամ վճարելով, մոտ 4.5 տարի անց ՀԷՑ-ը մուծած կլինի առանձնատան ամբողջ գինը: Բայց 4.5 տարվա ընթացքում վճարելով առանձնատան ամբողջ գինը ՀԷՑ-ը ետ կվերադարձնի այն սեփականատիրոջը:

Հենց միայն այս հաշվարկը ցույց է տալիս, որ ՀԷՑ-ը հսկայական գումարներ պարզապես քամուն է տալիս: Որպեսզի մոտավոր պատկերացում կազմենք, թե որքան գումար է փոշիացնում ՀԷՑ-ը, ապա նշենք, որ Հանրային ծառայությունները կարգավորող հանձնաժողովին ներկայացրած հայտի համաձայն՝ ՀԷՑ-ը թվով 3 հազար 300 պայմանագիր ունի անշարժ գույք վարձակալելու մասին: Հենց միայն ներկայացված առանձնատան օրինակը ցույց է տալիս, որ անշարժ գույք վարձակալելու մասին ՀԷՑ-ի կնքած բոլոր պայմանագրերը ենթակա են մանրակրկիտ ուսումնասիրության: Եվ ոչ միայն պարզելու համար, թե արդյոք վարձակալության գումարը համապատասխանո՞ւմ է շուկայական գներին, թե ոչ:

Ամենակարեւորը պետք է պարզել, թե ՀԷՑ-ի ինչի՞ն է պետք տվյալ առանձնատունը կամ բնակարանը, որքանո՞վ է դա անհրաժեշտ ՀԷՑ-ի կենսագործունեության համար: Ինչո՞ւ պետք է այս կամ այն առանձնատունը վարձելու համար վճարի սպառողը: Ինչո՞ւ պետք է ՀԷՑ-ի ղեկավարների կամ շարքային աշխատողների բնակարանի վարձը վճարենք մենք սպառողներս: Չէ՞ որ մեր բնակարանների վարձերը մեր գործատուները չեն վճարում: Եվ սա միայն անշարժ գույքի մասով: Բա ավտոմեքենանե՞րը:

Ըստ ներկայացված հայտի, ՀԷՑ-ը կնքել Է շուրջ 800 պայմանագիր ավտոմեքենաների վարձակալության վերաբերյալ: Դրանց միայն մի մասն է հատուկ տեխնիկա, որը իրոք օգտագործվում է էներգահամակարգում: Մյուս մասը անհատական օգտագործման մարդատար մեքենաներ են: Հենց դրանց թվում է այն հայտնի Լեքսուսը, որի վարձակալության համար ՀԷՑ-ը ամսական վճարում է 770 հազար դրամ: Դժվար է ենթադրել, որ Լեքսուսի տանիքին տեղադրել են «վիսոկու ֆազը» ստուգող սարքավորում ու սարերով քշում են: Եվս մի քանի հազար պայմանագրեր ՀԷՑ-ը կնքել է ավտոմեքենաների սպասարկման եւ նորոգման ծառայությունների վերաբերյալ: ՀԷՑ-ի ներկայացրած յուրաքանչյուր փաստաթուղթ ուսումնասիրելիս մարդ ուզում է բացականչել «Ձեռ ե՞ք առնում, արա: Լրիվ ե՞ք հաբռգել, արա»:
