Ադրբեջանի պետական նավթային ընկերությունը պարտքեր է վերցնում արտասահմանից

Ադրբեջանի պետական նավթային ընկերությունը, որի եկամուտները խիստ պակասել են նավթի համաշխարհային գների անկման պատճառով, հարկադրված խոշոր պարտքեր է վերցնում արտասահմանյան ֆինանսական կազմակերպություններից: SOCAR Trading Group-ը 250 մլն դոլար հերթական վարկը օրերս վերցրել է UniCredit Bank Austria բանկից: Վարկն ուղղված է ընկերության առեւտրային գործունեության պաշտպանությանը: Համաձայնության գծով իրավաբանական խորհրդատու հանդես է եկել բրիտանական Norton Rose Fullbright ընկերությունը:

Վկայակոչելով «Ազատություն» ռադիոկայանի ադրբեջանական ծառայությունը, Ադրբեջանի ընդդիմությունը SOCAR-ին խստորեն քննադատել է արտաքին փոխառությունների համար:

Ադրբեջանի գլխավոր ընդդիմադիր Ժողովրդական ճակատ կուսակցության առաջնորդ Ալի Քերիմլին facebook-ի իր էջում այդ առնչությամբ արած գրառման մեջ կասկածի է ենթարկել SOCAR-ի կողմից վարկեր վերցնելու նպատակահարմարությունը:

Նա հիշեցրել է, որ անցյալ տարի ընկերությունը 489 մլն դոլար վարկ է ստացել Gazprombank-ից, Ադրբեջանի միջազգային բանկից` 1 մլրդ 291 մլն դոլար, Կանադայից` 3,3 մլրդ դոլար եւ պատրաստվում է 2 մլրդ դոլարի վարկ ստանալ Վերակառուցման եւ զարգացման Եվրոպական բանկից ու Ասիական զարգացման բանկից, եւ եւս 1 մլրդ դոլար վարկ` Կորեայի Eximbank-ից:

Քերիմլին քննադատում է SOCAR-ի արտաքին փոխառությունների քաղաքականությունը եւ վախենում, որ վերջնարդյունքում դրա համար վճարելու է պետությունը:

Նրա խոսքով` SOCAR-ի այդ քայլը բացասական լուր է` աղքատության դեմ անողոք պայքար տանող ադրբեջանական ժողովրդի դեմ:

«Եվրոպայի ֆուտբոլի առաջնությունը հովանավորելու վրա 120 մլն մանաթ ծախսած Ադրբեջանի պետական նավթային ընկերությունն այժմ էլ ավստրիական բանկից 250 մլն դոլարի վարկ է ստացել: Ինչպե՞ս պետք է նա փակի վերջին մեկ տարում մինչ այժմ վերցրած այդքան պարտքերը: Իհարկե` ադրբեջանական ժողովրդի հաշվին: Նրան կօգնեն կամ պետբյուջեից, կամ Կենտրոնական բանկից, կամ էլ կբարձրացնեն վառելիքի գինը: Այժմ համոզվեցի՞ք, որ աշխարհում ֆուտբոլի, ձյուդոյի եւ այլնի զարգացման անվան տակ փոշիացվող, կոռուպցիոն նախագծերով յուրացվող փողերը մեր փողերն են», -դիմելով ժողովրդինÕ ասել է Քերիմլին:

Ադրբեջանի պետական նավթային ընկերությունը (SOCAR) «Ինտերֆաքս-Ազերբայջան»-ին ավելի վաղ հայտնել էր, որ SOCAR-ը 2016 թվականի հունվար-ապրիլին, անցյալ տարվա նույն ժամանակահատվածի համեմատ, 8,5 տոկոսով կրճատել է նավթի արդյունահանման ծավալը, ինչը կապված է ինչպես նավթի համաշխարհային շուկայում պահանջարկի նվազման, այնպես էլ ադրբեջանական նավթահանքերում նավթի պակասելու հետ:

Ադրբեջանի պետական նավթային հիմնադրամի տվյալներով` «Ազերի-Չիրաղ-Գյունեշլի» գլխավոր նավթահորերի համալիրից արդյունահանվող նավթի վաճառքից մուտքերը 2016 թվականի հունվար-մայիսին, անցյալ տարվա նույն ժամանակաշրջանի համեմատ, 30,3 տոկոսով նվազել են` ընթացիկ տարվա հինգ ամիսներին կազմելով 1,8 մլրդ դոլար:

«Ենի Մուսավաթ» թերթը հայտնել է, որ Ադրբեջանի պետական պարտքն ամիս առ առ ամիս գնալով մեծանում է եւ արդեն հասել է ՀՆԱ-ի 55-60 տոկոսին` գերազանցելով 7,5 մլր դոլարը:
