Հայաստանում գործազրկության մակարդակը պաշտոնական ցուցանիշից առնվազն կրկնակի անգամ բարձր է.«Ժողովուրդ»

«Հայաստանում գործազրկության մակարդակը մինչ այս հրապարակված պաշտոնական ցուցանիշից առնվազն կրկնակի անգամ բարձր է, և այս փաստը տարիներ շարունակ համառորեն քողարկվում էր։
Մինչ այս Հայաստանի տարբեր տրամաչափի պաշտոնյաները մշտապես հրաժարվել են հրապարակել Հայաստանում առկա գրանցված աշխատողների թիվը։ Իսկ պաշտոնական վիճակագրությունում մշտապես ներկայացվել է, թե իբր Հայաստանում զբաղվածների թիվը 1 մլն 100 հազարից մինչև 1 մլն 300 հազարի սահմաններում է։ Սակայն նախօրեին խորհրդարանում ՀՀ հարկային օրենսգրքի նախագծի քննարկման ժամանակ հայտնի դարձավ, որ Հայաստանում առկա է 615 հազար գրանցված աշխատող, որից 254 հազարը պետական գերատեսչությունների, հիմնարկ-ձեռնարկությունների աշխատողներն են։ Բացի այդ՝ Հայաստանում առկա է նաև 54 հազար գործող անհատ ձեռներեց։ Այսպիսով ստացվում է, որ Հայաստանի գրանցված աշխատողների ընդհանուր թիվը կազմում է 669 հազար։ Ի դեպ, վերը բերված թվերից հետևում է, որ Հայաստանի աշխատաշուկայի մոտ 38 տոկոսը կազմում են գերատեսչությունները և պետական հիմնարկ-ձեռնարկությունները։
Նկատենք, որ մեկ ամիս առաջ հրապարակված պաշտոնական վիճակագրության համաձայն՝ Հայաստանի աշխատունակ տարիքի բնակչության թիվը կազմում է 2 մլն 15 հազար։ Մեկ այլ տվյալների համաձայն՝ աշխատանքային տարիքի բնակչությունից տնտեսապես ակտիվ է, կամ այլ կերպ ասած՝ աշխատունակ է 1 մլն 316 հազար մարդ։ Վերը նշված երկու թվերի տարբերությունը պայմանավորված է նրանով, որ առաջինն իր մեջ ներառում է նաև աշխատունակ տարիքի՝ 14 տարեկանից բարձր անչափահասներին, թոշակի տարիքը լրացած, բայց դեռևս գործունակ բնակչությանը, ինչպես նաև հաշմանդամներին։
Այլևս վստահաբար կարող ենք պնդել, որ Հայաստանի գործազրկության մակարդակը ոչ թե 18,5 տոկոս է, ինչպես ներկայացված է ԱՎԾ-ի վերջին տվյալներում, այլ առնվազն 35 տոկոսի սահմաններում է։ Ի դեպ, Հայաստանում աղքատության պաշտոնական ցուցանիշը հենց 35 տոկոս է կազմում։ Չնայած աղքատության և գործազրկության ցուցանիշներն անմիջական կապ չունեն, սակայն անուղղակի կապը անհնար է հերքել։ Ի վերջո, առնվազն տարօրինակ է, որ 18,5 տոկոս գործազրկության պարագայում աղքատությունը 35 տոկոսից ավել է կազմում։ Այսինքն՝ ինչպես կարող է ստացվել, որ 1 մլն 72 հազար զբաղված մարդ ունեցող և 3 մլն-ից պակաս բնակչություն ունեցող Հայաստանում մեկ միլիոնից ավել էլ աղքատներ կան։ Այս հարցի տրամաբանական բացատրությունը կարող է լինել այն, որ գործազրկության մակարդակն իրականում կրկնակի անգամ ավել է»,–գրում է թերթը։
