Վիրավոր զինծառայողներին արտասահմանում բուժելու հարցը այլևս երբեք քննարկման առարկա չետք է լինի։ Պետք է բուժել և վերջ։ Ոչ մի արդարացում պետք չէ։ Ոչ մի օբյեկտիվ հիմնավորում էլ պետք չէ, որովհետև որքան էլ արդարանան ու օբյեկտիվ հիմնավորեն, դա հանրային կարծիքի վրա դույզն իսկ չի ազդելու։
Իշխանություններն ու մասնավորապես Պաշտպանության նախարարությունը այս հարցում պետք է հիմնվեն չոր պրագմատիզմի վրա, առավել ևս, որ որպես ինստիտուտներ՝ դրանցից այլ բան ակնկալելը սխալ է։ Իսկ չոր պրագմատիզմը կայանում է պարզ հաշվարկներում։ Քանի՞ զինծառայող կա, որին արտասահմանյան բուժում է անհրաժեշտ։ Հ՞ինգ։ Տա՞ս։ Լավ, թող լինի 20։ Իսկ որքա՞ն գումար է պետք նրանց բուժման կուրսի համար․ 50 հազարակա՞ն դոլար, 70 հազարակա՞ն․․․ Լավ, թեկուզ 100․000-ական դոլար, չնայած նման գներ սովորաբար չեն լինում տրավմատիկ վիրավորումներից բուժվելու համար։ Հանրագումարում ի՞նչ ենք ստանում։ Ճիշտ է, մոտ 2 միլիոն դոլար, այն էլ՝ ուռճացված ու շատ մոտավոր հաշվարկների պարագայում։
Իսկ հիմա եկեք մեկ ուրիշ հաշվարկ անենք․ որքա՞ն կարելի է գնահատել իմիջային կորուստները՝ առհասարակ Պետության և մասնավորապես ՊՆ-ի մասով։ Հաշվելը դժվար է, բայց վստահեցնում եմ, որ իմիջային այն կորուստը, որը գրանցվում է ամեն անգամ, երբ համացանցում հայտնվում է վիրավորված ու արտասահմանում բուժման անհրաժեշտություն ունեցող զինվորի մասին նյութ կամ էլ տեսանյութ, կարելի է լրացնել միայն միլիոնավոր դոլարներ ծախսելով տարբեր փիառ ակցիաների ու կողմնակի խնդիրների վրա։ Իսկ ավելի լավ չէ՞ր լինի, եթե պարզապես ավելի քիչ գումարով ի սկզբանե հասնել արդյունքի, երբ քննադատության փոխարեն կարժանանան գովասանքի ու վստահության։
Ես հասկանում եմ, որ ամեն վիրավորման ու ախտորոշման դեպքում չէ, որ պետք է արտասահման ուղարկել։ Ես հասկանում եմ, որ կա համապատասխան օրենք, որը չգիտես ինչու դեռ միայն թղթի վրա է։ Ես անգամ հասկանում եմ այն, որ ծնողները կարող են լինել սուբյեկտիվ ու աչք փակել, որ Հայաստանում էլ կարելի է բուժում ստանալ, բայց կարծում եմ այս ամենը երկրորդական նշանակություն ունեն։ Ու միայն թե մի ասեք, որ տարեկան 2 միլիոն դոլարն այն գումարն է, որ Հայաստանի Հանրապետությունում դժվար է ճարել։ ՊՆ-ի գնումների թեթև աուդիտը կպարզի, որ դա ընդամենը մի երկու տենդեր ավելի նորմալ կազմակերպելով կարելի է ճարել։ Այնպես որ, բերեք գոնե այս մի հարցին լուծում տվեք։ Թող լուծումը լինի պոպուլիստական, թող լինի դժվար և ինչ-որ տեղ՝ գուցե չարդարացված, բայց այդ լուծումը պետք է լինի, եթե ուզում եք, որ սահմանին՝ զինվոր, իսկ Երևանում՝ զինվորի չչարացած ու վստահող ծնող ունենալ։
