Կառավարության կողմից վերջերս նոր թափով սկսած բարեփոխումների ծրագիրը կրկին կանգ առավ մի շարք ոլորտների մոնոպոլացվածության վրա: Բազմաթիվ վերլուծություններ եղան, տարբեր հրապարակումներ, անգամ պաշտոնական մակարդակով հայտարարվեց, որ որոշ ոլորտներում մոնոպոլիան անխուսափելի է, և դա իսկապես պայմանավորված է մի շարք օբյեկտիվ պատճառներով: Սակայն սահմանափակվել միայն նրանով, որ հնարավոր չի վերացնել մոնոպոլիա կոչվածը, մեղմ ասած, խելամիտ չէ:
 
Այն հանգամանքը, որ ներկայիս պայմաններում խոսել այս ոլորտներում մոնոպոլիան վերացնելու մասին, ընդամենը դատարկ կամ հռետորական խոսքեր են: Առկա պահանջարկը և շուկայի սեգմենտավորումը պարզապես հնարավորություն չեն տալիս խնդրի նման ճանապարհով կարգավորման, սակայն դա ամենևին չի նշանակում, որ խնդիրը լուծում չունի: Պարզապես անհրաժեշտ է համակերպվել ստեղծված իրավիճակի հետ և մտածել կարգավորման այնպիսի մեխանիզմներ, որոնք մոնոպոլիայի պայմաններում կկարգավորեն շուկան: Շատերի մոտ հարց կառաջանա, թե ինչպես ազատ շուկայական հարաբերության պայմաներում կարելի է կարգավորել շուկան, սակայն չպետք է մոռանալ, որ պետությունն ամենաբարձր մակարդակն է: Պետությունը բիզնես գործընկեր չէ, որ օգտագործի շուկայական մեխանիզմները: Պետությունը բարձրագույն մարմին է, որը ոչ միայն պետք է թելադրի խաղի կանոնները, այլև ստեղծի և ըստ պետական շահի անհրաժեշտության կարողանա փոխել դրանք:
 
Այս գործիքակազմի առկայության պայմաններում ասել, որ անհնար է ինչ որ բան անել, իրատեսական չէ: Բերենք մի շատ պարզ օրինակ: Օրինակ՝ շաքարավազի շուկան մոնոպոլացված է, և հնարավոր չէ այլ խոշոր ներկրողների առկայությունը՝ պայմանավորված մի շարք տնտեսական հանգամանքներով: Այս դեպքում ի՞նչն է խանգարում պետությանը աշխատել մոնոպոլիստի հետ: Պարզապես անհրաժեշտ է մշակել գործողությունների հստակ հաջորդականություն, որի արդյունքում պետությունը կստանձնի շուկայում գների կարգավորման պատասխանատվությունը: Այն միտված կլինի ներկրողի կողմից գերշահույթի զսպմանն ու սպառողին առավել էժան ապրանքի մատակարարմանը:
 
Այսպիսի փորձ մեր երկրի պատմության ընթացքում եղել է: Այն կիրառվել է պետական գնումների իրականացման ոլորտում: Սկզբունքը հետևյալն էր. եթե գնումների ընթացքում մատակարարվող ապրանքը ներմուծվող է, ապա պատվիրատուն նեկայացնում էր ներկման հաշիվ-ապրանքագիրը (invoice), որտեղ արտացոլվում է ապրանքի ներկրման գինը, դրա հիման վրա կատարվում էր հաշվարկ և թույլ չէր տրվում մատակարարին ստանալ գերշահույթ:
 
 
Սա թերևս վառ օրինակ է, որը եղել է և բավական էֆեկտիվ կիրառվել: Նման մեխանիզմները բազմաթիվ են, սակայն դրանց կիրառման համար անհրաժեշտ է թելադրող պետական քաղաքականություն, երբ պետությունը՝ ի դեմս կառավարության, ոչ թե կփորձի խաղալ ստեղծված կանոններով, այլ ինքը կթելադրի խաղի կանոնները:
