ԱԺ-ն ռուսական կողմից դեռ չի ստացել մայիսի 15-ին Երևանում խորհրդարանական կառույցների համատեղ նիստից հետո ձևավորված հայտարարության տեքստը.«Հայկական ժամանակ»

«Ազգային ժողովը մինչև այժմ չի ստացել ՌԴ Դաշնային ժողովի Դաշնության խոհրդի պաշտպանության և անվտանգության կոմիտեի պատասխանը, թե արդյոք ընդունո՞ւմ են մայիսի 15-ին Երևանում խորհրդարանական կառույցների համատեղ նիստից հետո ձևավորված հայտարարության տեքստը։
Հիշեցնենք, որ այդ օրը հանձնաժողովները պետք Է համատեղ հայտարարություն ընդունեին, բայց ռուսական կողմը չհամարձակվեց գնալ այդ քայլին, քանի որ տեքստում առկա են եղել Ղարաբաղում ապրիլի սկզբին պատերազմական գործողություններ սանձազերծած Ադրբեջանի վերաբերյալ ձևակերպումներ։ Ռուսական կողմը ժամանակ Էր խնդրել, որ տեքստը համաձայնեցնեն նաև իրենց քաղաքական ղեկավարության հետ և հետ ուղարկեն իրենց համար ընդունելի տարբերակը։ Տեքստը Մոսկվա Է ուղարկվել ապրիլի 18-ին. բայց ռուսական կողմից դեռ պատասխան չկա։ Այս խնդրի շուրջ պարզաբանումներ խնդրեցինք Աժ պաշտպանության, ազգային անվտանգության և ներքին գործերի մշտական հանձնաժողովի նախագահ Կորյուն Նահապետյանից։
- Պարոն Նահապետյան, ի՞նչ եղավ այդ հայտարարությունը, համատեղ նիստից 15 ամիս Է անցել։
- Հայտարարությունը դեռ չի ընդունվել, այն համաձայնեցման փուլում է, այս պահին տեքստի կապակցությամբ քննարկումներ են տեղի ունենում Ռուսաստանի դաշնային ժողովի ներսում՝ միջազգային հարցերի և պաշտպանության ու անվտանգության կոմիտեներում։ Ռուս մեր գործընկերների հետ համատեղ միջոցառումից հետո ապրիլի 18-ին նամակով, դիվանագիտական փոստով փաստաթուղթն ուղարկվել Է ՌԴ խորհրդի պաշտպանության և անվտանգության կոմիտեի նախագահի անունով։ Եվ այս ընթացքում մենք 2 անգամ հեռախոսակապ ենք հաստատել հետաքրքրվելով, թե ինչ ընթացք է ունեցել փաստաթղթի քննարկումը։ Հանձնաժողովի նախագահի խորհրդականը պատասխանել Է, որ այն քննարկվում Է միջազգային հարցերով կոմիտեում ու պատասխանը ստանալաց հետո միայն կարձագանքեն։
- Վերջին անգամ ե՞րբ եք փորձել կապ հաստատել ռուսական կողմի հետ և տեղեկանալ, թե ինչ ընթացքում են այղ քննարկումները։
- Վերջին անգամ այսօր (երեկ) ենք կապ հաստատել և փորձել ենք ճշտել այդ փաստաթղթի հետագա ընթացքը։ Հուսանք, որ մեր ռուս գործընկերները պատշաճ կարգով կպատասխանեն մեր ուղարկած նամակին և նամակին կից հայտարարության տեքստի վերաբերյալ կունենան իրենց դիրքորոշումը։
- Փորձե՞լ եք ճշտել, թե խնդիրը որն Է որ չեն կարողանում այս 15 ամսվա ընթացքում այդ տեքստը համաձայնեցնել։
- Խորհրդականի մակարդակով ասվում Է, թե ներքին ընթացակարգերն այնպիսին են, որ դեռ ժամանակ ունեն, և մեկ հանձնաժողովը չի կարող միջամտել մեկ այլ հանձնաժողովի ներքին գործունեությանը։ Մենք հետամուտ ենք լինելու և ակնկալում ենք, որ մեր համատեղ իրականացրած աշխատանքի արդյունքում պետք Է ընդունվի համատեղ հայտարարության տեքստ։ Ուզում եմ նաև հիշեցնել, որ ռուսական պատվիրակության ղեկավար կոմիտեի նախագահի առաջին տեղակալ Ալեքսանդր Չեկալինը մամուլի ասուլիսում հայտարարեց, որ իրենց ժամանակ է պետք, քանի որ պայմանավորվել ենք հայտարարությունն ուղարկել Մոսկվա»,–գրում է թերթը։
