«Դվին» հյուրանոցային համալիրը դժվար թե տեսանելի ապագայում վերակառուցվի՝ հաշվի առնելով օֆշորաին ընկերությունների տխուր փորձը.«168 ժամ»

«ՀՀ կառավարությունը հավանություն էր տվել «Դվին» հյուրանոցային համալիրի վերակառուցման ներդրումային ծրագրին և լրացում, փոփոխություն կատարել նախկինում ընդունած համապատասխան որոշման մեջ հյուրանոցային համալիրի վերակառուցման վերջնաժամկետը սահմանելով մինչև 2019 թվականը։
Հանուն արդարության նշենք, որ ծրագիրը շքեղ է շարադրված (հատկապես «Դվինի» խարխուլ պատերի ֆոնին)։ Ծրագրով նախատեսված ներդրումների ընդհանուր գումարը կկազմի մոտավորապես 120.6 մլն դոլար, կկառուցվի միջազգային չափանիշներին համապատասխանող հյուրանոցային համալիր, կստեղծվի 400 նոր աշխատատեղ։ «Դվին» հյուրանոցային համալիրի վերակառուցումը, ըստ ծրագրի, պետք է իրականացվի «լյուքս» դասի հինգաստղանի հյուրանոցների միջազգային չափանիշներին համապատասխան։ Փոխվելու է նաև անվանումը «Դավիթ Բեկ» հյուրանոց։ Սա էլ դեռ ամենը չէ։ Ըստ ծրագրի, հյուրանոցային համալիրն ունենալու է բարձրակարգ ռեստորաններ, ակումբներ, խանութներ, բիզնես կենտրոն և կոնֆերանսների համար նախատեսված կենտրոն, ՍՊԱ սրահ, լողավազան, ֆիտնես կենտրոն, հանդիսությունների դահլիճներ, և այլն։
Hetq.am–ն արդեն գրել Է, որ «Դվին» հյուրանոցային համալիր փակ բաժնետիրական ընկերության 100% բաժնետոմսերի սեփականատեր «Սի-Սի-Ջի Կովկասյան կոմունիկացիոն խումբ» ընկերությունը գրանցվել Է Կիպրոսում 2008թ.։ Կիպրոսի ընկերությունների գրանցման ռեգիստրից ձեռք բերված փաստաթղթերի համաձայն այս ընկերության բաժնեմասը 2010 թվականից հավասարապե կիսում են օֆշորային երկու այլ ընկերություններ Բելիզում գրանցված BERFARQ INVESTMENTS LIMITED-ը և Բրիտանական Վիրջինյան կղզիներում գրանցված JADIS SERVICES INC.–ը։ Ընդ որում, պարբերականը բացահայտել Է, որ նշված ընկերություններից ո՛չ մեկը կենսագրություն չունեն որևէ ոլորտում։ Օֆշորային այս ընկերությունների մասին տեղեկություններ գրեթե չկան։Ու այս ամենից հետո, հաշվի առնելով ոչ վաղ անցյալի տխուր փորձը, կարող ենք դառը կանխատեսում անել «Դվին» հյուրանոցային համալիրը դժվար թե տեսանելի ապագայում վերակառուցվի։
Օֆշորների մասին խոսելիս հիշենք, որ անցած տարվա սեպտեմբերի վերջին ՀՀ Հանրային ծառայությունները կարգավորող հանձնաժողովը թույլ տվեց վաճառել «Հայաստանի էլեկտրական ցանցեր» փակ բաժնետիրական ընկերության 100 տոկոս բաժնետոմսերը «Լիորմանդ Հոլդինգզ Լիմիթեդ» ընկերությանը, որը նույնպես օֆշորային էր և գրանցված էր Կիպրոսում։ Հետագայում «Տաշիր» ընկերության սեփականատեր Սամվել Կարապետյանը բացատրեց, որ տեխնիկապես ավելի նպատակահարմար էր գործարքն իրականացնել օֆշորային ընկերության միջոցով։ Կարելի է ասել սա միակ դեպքն էր, երբ օֆշորային առեղծվածը շատ արագ բացվեց, և մարդկանց մոտ հարցեր չմնացին ով է ընկերության իրական տերը։
Իսկ «Դվինի» դեպքում դժվար է ասել ե՞րբ կիմացվի, կամ կիմացվի՞ արդյոք երբևէ։ Դատելով մեր կառավարության գործաոճից կարելի է եզրակացնել, որ նրանք ճանաչում են օֆշորային ընկերությունների իրական տերերին։ Ու հայտնի հումորային մանրապատման նման մնում է միայն հարցնել գոնե հա՞յ են»,–գրում է թերթը։
