Ադրբեջանի կառավարման թափանցիկության ցածր վարկանիշը թույլ չի տա նավթի գների անկման պատճառով տնտեսական ճգնաժամում հայտնված Բաքվին արտասահմանյան կապիտալ ներգրավել երկիր:

Ինչպես հաղորդում է «Արմենպրես»-ը, մեկնաբանելով Բաց կառավարման գործընկերության (OGP) Կառավարման կոմիտեի կողմից Ադրբեջանին ոչ ակտիվ գործընկերոջ կարգավիճակ տալու որոշումը, այս մասին «Թուրան»-ին տված հարցազրույցում հայտարարել է ադրբեջանցի հայտնի տնտեսագետ ԳուբադԻբադօղլուն:

Նրա խոսքով` այդ հարցը Ադրբեջանը կարող է լուծել միայն կատարելով թափանցիկության ոլորտում ստանձնած պարտավորությունները, այն է` պայքարել կոռուպցիայի դեմ եւ բաց կառավարություն ունենալ:

«Եթե կոռուպցիայի մակարդակը չիջնի, իսկ ներդրումային եւ վարկային վարկանիշները չբարձրանան, ապա Ադրբեջանում ընդհանուր տնտեսական խնդիրները միայն կավելանան: Ընդ որում, առաջիկա տարիներին Ադրբեջանը պետք է ֆինանսավորի իր պարտավորությունները խոշոր էներգետիկական նախագծերում: Խոսքը միլիարդավոր դոլարների մասին է, որոնք փոխառել խոշոր առեւտրային բանկերից անհնար է, դրանք կարելի է ստանալ միայն խոշոր միջազգային ֆինանսական կազմակերպություններից` Համաշխարհային բանկից, Արժույթի միջազգային հիմնադրամից, Վերակառուցման եւ զարգացման եվրոպական բան կից: Միջազգային նախաձեռնություններում Ադրբեջանի կարգավիճակի իջեցումը կդժավարացնի միջազգային ֆինանսական հաստատությունների հետ Ադրբեջանի բանակցությունները», -գտնում է փորձագետը:

Նա նաեւ նշել է, որ Ադրբեջանում մինչև այժմ փակ է մուտքը ֆինանսական տեղեկատվություն, ֆինանսական վերահսկողության մարմիններում բացակայում է թափանցիկությունը: Արդեն 10 տարի է` չի լուծվում չինովնիկների եկամուտների հայտարարագրերի մասին հարցը, որոնք պետք է բաց մուտք ունենան:

Գուբադ Իբադօղլուն ընդգծել է, որ թափանցիկության գծով 2016-2018 թվականների համար նոր «Գործողությունների ազգային ծրագրում» քաղաքացիական հասարակության շատ առաջարկություններ հաշվի չեն առնվել: Դրանք վերաբերում են ֆինանսական-ֆիսկալ հաշվետվության, դատական իշխանության անկախության եւ այլ առաջարկություններին:

OGP-ն հասարակական կազմակերպությունների գործունեության համապատասխան պայմաններ չապահովելու համար Ադրբեջանին ոչ ակտիվ անդամի կարգավիճակ է շնորհել «Բաց կառավարություն» միջազգային նախաձեռնությունում:

Ոչ ակտիվ կարգավիճակ ստացած Ադրբեջանը հնարավորություն չի ունենա քվեարկելու OGP-ի ընտրությունների ժամանակ եւ կկարողանա միայն ներկա գտնվել OGP-ի միջոցառուներին որպես դիտորդ` սովորելու նպատակով:

Ադրբեջանն OGP-ին անդամակցում է 2011 թվականից: Կազմակերպությունը, որը հայտնի է որպես Պատասխանի քաղաքականություն (Response Policy), առաջին անգամն է իր անդամին ոչ ակտիվ կարգավիճակ տալու մասին որոշում ընդունել:

Մեկ տարի առաջ Ադրբեջանի կարգավիճակն իջեցվել է նաեւ «Արդյունահանող ճյուղում թափանցիկության նախաձեռնություն» միջազգային կառույցում:
