Ներկայացնում ենք թերթի առաջնորդողը կրճատումներով.

«Այսօր կառավարությունը քննարկելու Է Լեռնային Ղարաբաղի Հանրապետության ճանաչման մասին՝ պատգամավորներ Հրանտ Բագրատյանի ու Զարուհի Փոստանջյանի ներկայացրած օրինագծին եզրակացություն տալու հարցը։ Դատելով օրինագծի վերաբերյալ նախապես տարածված պաշտոնական հաղորդագրությունից, կառավարությունը ոչ մերժելու Է, ոչ դրական եզրակացություն Է տալու այդ օրինագծին՝ ըստ ամենայնի որևէ ձևակհրպմամբ այն ուղարկելով խորհրդարան։ Հնարավոր է, իհարկե, որ, ի վերջո, բացասական եզրակացություն տրվի։ Սակայն, անկախ դրանից, այս հարցն այսօր ամենաշատն Է քննարկվում բոլոր հարթություններում, և դրա շուրջ տեսակետները բաժանվել են երկու մեծ խմբի, շատերը գտնում են, որ Հայաստանի կողմից Ղարաբաղի անկախությունը ճանաչելու ավելի նպաստավոր պահ չի եղել, ոմանք համարում են, որ դա, այնուամենայնիվ, հղի Է վտանգներով, քանի որ կհանգեցնի լայնածավալ պատերազմի։ Երկու տեսակետներում էլ, իհարկե, ճշմարտություն կա։ Սակայն երկու տեսակետներում Էլ գերակայում Է ավելի շատ Էմոցիոնալ բաղադրիչը, քան սառը, պրագմատիկ հաշվարկը։ Իսկ նման հաշվարկ, իրադարձությունների զարգացման այս կամ այն սցենարի կանխատեսում՝ դրական և բացասական հետևանքների, հնարավորությունների ու ռիսկերի գնահատմամբ, պետք Է իրականացներ պետությունը՝ համապատասխան ինստիտուտներով, որոնք, սակայն, Հայաստանում բացակայում են։ 

Իսկ դա նշանակում Է, որ Լեռնային Ղարաբաղի անկախության ճանաչման վտանգը միայն պատերազմը չէ։ Ղարաբաղի անկախության ճանաչման հիմքում պետք է դրված լինի տարիների դիվանագիտական աշխատանք, որը Հայաստանի կողմից ԼՂՀ-ի ճանաչումից հետո կապահովեր գոնե մի քանի այլ երկրների կողմից Արցախի անկախության ճանաչում։ Ակնհայտ է, որ նման աշխատանք, իրական, հայտարարություններից ու հռչակագրերից հեռուն գնացող աշխատանք չի արվել։ Իսկ դա նշանակում Է, որ Հայաստանը չունի հարցի պատասխանը՝ ի՞նչ Է հաջորդելու Ղարաբաղի անկախության ճանաչմանը։ Ապրիլյան պատերազմը ցույց տվեց, որ բոլոր պետական համակարգերից իրավիճակին համարժեք գործեցին միայն Զինված ուժերը, մյուս համակարգերի, առաջին հերթին՝ Արտաքին գործերի նախարարության ոչ համարժեքության պայմաններում։ Նույնը տեղի Է ունենալու Ղարաբաղի անկախության հնարավոր ճանաչման դեպքում, բանակը կատարելու Է իր առջև դրված խնդիրները պատերազմի դաշտում, լավագույն դեպքում՝ դիվանագիտության անգործության, իսկ որ ավելի հավանական Է՝ վնասակար գործունեության պայմաններում։ Մեր արտաքին քաղաքականությունը տարիներ շարունակ վարվել Է այնպես, որ ոչ միայն անհնար Է դարձրել հայկական դիվանագիտության ջանքերով Ղարաբաղի անկախության ճանաչումն այլ երկրների կողմից, այլև անգամ անճանաչելի է դարձրել Հայաստանի Հանրապետությունը»,–գրում է թերթը։
