Հայ դատի ԱՄՆ հանձնախումբը Միացյալ Նահանգների նախագահ Բարաք Օբամայի վարչակազմին հորդորել է հետաքննել Ադրբեջանի կողմից «Լեհիի օրենքի» խախտումները (օրենքն արգելում է ԱՄՆ պետդեպարտամենտին և պաշտպանության դեպարտամենտին ռազմական օգնություն տրամադրել այն երկրի ռազմական միավորումներին, որն անպատժելի կերպով խախտում է մարդու իրավունքները): Այս մասին «Արմենպրես»-ին տեղեկացրին Հայ դատի ԱՄՆ հանձնախմբի գրասենյակից:
Նախագահ Օբամային և ԱՄՆ կոնգրեսի անդամներին ուղղված նամակում հանձնախմբի անդամներն ահազանգում են Ադրբեջանի նախագահ Իլհամ Ալիևի կողմից նորագույն զենքերի կիրառման հետևանքով իրադրության լարման, մահվան դեպքերի աճի, միջազգայնորեն ընդունված մարդու իրավունքների խախտումների առնչությամբ:
Հայ դատի հանձնախմբի ներկայացուցիչները Միացյալ Նահանգներին և կոնգրեսականներին կոչ են արել անմիջապես դադարեցնել ԱՄՆ ռազմական աջակցությունն Ադրբեջանին, հետաքննել ադրբեջանական կողմի խախտումները, օրենսդրորեն արգելել ցանկացած տեսակի ռազմական աջակցություն Բաքվին և ձեռնարկել արդյունավեր միջոցներ Ադրբեջանի անվտանգության ուժերի պատասխանատու անձանց արդարադատության առաջ կանգնեցնելու նպատակով:
Նամակում Հայ դատի հանձնախմբի անդամները ԱՄՆ ղեկավարներին խնդրել են հիշել, որ Ադրբեջանի կառավարությունը դեռևս արդարադատություն չի հաստատել Ռամիլ Սաֆարովի հարցում, ով 2004 թվականին կացնահարելով սպանել էր հայ սպա Գուրգեն Մարգարյանին: Ադրբեջանի նախագահ Ալիևը, մարդասպան Սաֆարովին պատժելու փոխարեն, նրան Հունգարիայից տեղափոխեց Ադրբեջան ու ներում շնորհեց, պարգևատրեց և բարձրացրեց զինվորական կոչումը:
Նամակում նրանք հիշեցրել են, որ Ալիևի ղեկավարած երկրի զինված ուժերը ապրիլի 2-7-ը սարսափելի գործողությունների են դիմել Լեռնային Ղարաբաղում զինվորականների և խաղաղ բնակչության դեմ` այդ թվում և Թալիշ գյուղի տարեց բնակիչների նկատմամբ իրականացված վայրագություններն ու երեք հայ զինվորների գլխատումը:
«Լեհիի օրենքն» առաջին անգամ ներկայացվել է 1997 թվականին: Այն ԱՄՆ պետդեպարտամենտին և պաշտպանության դեպարտամենտին արգելում է ռազմական օգնություն տրամադրել այն երկրի ռազմական միավորումներին, որն անպատժելի կերպով խախտում է մարդու իրավունքները: Հավատարիմ մնալով ամերիկյան արժեքներին` օրենքն օգնում է երաշխավորելու, որ ԱՄՆ հարկային դոլարները չեն օգտագործվում այն զորամիավորումների, արտաքին զինված զորամիավորումների անհատների կամ անվտանգության ուժե րի կողմից, ովքեր խախտում են մարդու իրավունքներն ու պատերազմական հանցագործություններ են իրականացնում:
