Դեմագոգիա. շահադիտական նպատակներից մինչև կասկածներ ու վախ

Քաղաքական գործընթացներում և հարաբերություններում, անկախ զարգացվածության մակարդակից, գոյություն ունի արկածախնդիր-բախտախնդիրների մի խումբ, որին ժաղովուրդն անվանում է դեմագոգներ:
Դեմագոգ բառը նշանակում է հասարակ մարդկանց դեմոկրատական առաջնորդ։ Դեմագոգ համարվում է այն քաղաքական գործիչը, ով օգտագործելով բնակչության էմոցիաները, անիրազեկությունը և նախապաշարմունքները, ցանկանում է ձեռք բերել իշխանություն և զարգացնել իր քաղաքական մոտիվները։ Դեմագոգները հաճախակի հակադրվում են որոշումներին և ձեռնարկում կտրուկ և բռնի գործողություններ` լուծելու համար ազգային ճգնաժամը, նրանք մեղադրում են բանիմաց հակառակորդի թույլ կողմերը։ Սկզբնական շրջանում տերմինը բացասական իմաստով չի կիրառվել։ Հաճախ այն պարզաբանում են որպես «քաղաքական գործիչ, անձ, ով ձգտում է դառնալ հայտնի ոչ հարգի մեթոդներով։
Դեմագոգները չեն լուսավորում մարդկանց, այլ վերջիններիս խճճում են և դնում սխալ ուղու վրա։ Որպես կանոն, նրանք դիմում են ոչ թե անձանց բանականությանը և բարի կամքին, այլ՝ մութ զգացումներին և շահադիտական կրքերին։ Զրկված լինելով պատասխանատվության զգացումից՝ չեն ներկայացնում գործի իրական իրավիճակը և բացատրում այն, այլ ներկայացնում են այնպես, իչպես իրենց է ձեռնտու։ Ներկայացնելով որևէ իրավիճակ կամ գործընթաց, դեմագոգները ոչ թե ապացուցում, այլ՝ հմայում կամ վախեցնում` փորձելով մարդկանց մեջ արթնացնել կասկածի զգացում, սրել անվստահությունը:
Հայ հասարակական-քաղաքական իրականության մեջ հաճախ ենք հանդիպում վերը նշված «չափորոշիչներին» համապատասխանող քաղաքական գործիչների, քաղաքական ուժերի: Ցավալի է, որ հասարակաության մեջ առկա են նման տարրեր, սակայն քաղաքական պատմություններն ուսումնասիրելիս գրեթե անընդհատ հանդիպում ենք այդ բախտախնդիների խմբին: Հիմնականում նման կոնցեպտների հանդիպում ենք ասենք, երբ քաղաքական ուժերի որոշ ներկայացուցիչներ հայտարարում են, թե իշխանության գալու դեպքում իջեցնելու են էլեներգիայի, գազի և այլ սպառողական ապրանքների գները, չտալով որոշակի լուրջ հիմնավորումներ: Կամ գործիչներից մեկը նշում էր, թե իշխանության գալուց հետո անհապաղ ՀՀ տարածքից պետք է հանել ռուսական ռազմաբազան, չխոսելով դեպքերի հետագա զարգացումների և պետական անվտանգության առաջնայնության մասին:
Չգիտեմ` քանիսը գիտեն, որ «ժողովրդավարություն» բառը դասական հունարեն թարգմանվում է «դեմագոգիա»: Դա, իհարկե, խորհրդանշական աղավաղում է:
Կարելի է ասել նաև, որ դեմագոգիան անհասկանալի մի բան է, ի տարբերություն, ասենք, ազգայնականության:
