Վաղուց գաղտնիք չէ, որ կառավարության կողմից հեղինակած և Ազգային ժողովի կողմից ընդունված օրենքները պարբերաբար փոփոխության են ենթարկվում: Կառավարության ներկայացուցիչը մշտապես համոզում է խորհրդարանին, թե տվյալ օրենքն անհրաժեշտություն է, սակայն լավագույն դեպքում մեկ տարի անց նորից գալիս է և հիմա էլ հայտարարում, թե մեկ տարի առաջ ընդունած օրենքը չարդարացրեց իրեն: Կառավարության ներկայացուցիչն այս անգամ էլ դեմ է տալիս մեկ այլ օրենք՝ համոզելով, թե «ա՛յ, այս մեկն իրոք, ինքն է, որ կա»:

Բնականաբար, նման գործելաոճը վաղուց արդեն զարմանք չի առաջացնում, բայց կառավարությունը որոշել է «փոփոխական գտնվել» նաև պետական կառույցների միացման և տարանջատման հարցում: Ոչ վաղ անցյալում կառավարության ղեկավար, վարչապետ Հովիկ Աբրահամյանը հայտարարեց, որ այսուհետև հետամուտ են լինելու պետական ապարատի ծախսերի նվազմանը, կրճատելու են ավելորդ վարչությունները, միավորելու են տարբեր գերատեսչություններ և դրանով էլ իրականացնելու են օպտիմալ կառավարում: Մոտ երկու տարի առաջ նախագահ Սարգսյանը վերակազմակերպեց կառավարությանն առընթեր պետական եկամուտների կոմիտեն՝ միացնելով ֆինանսների նախարարությանը, իսկ կառավարությանն առընթեր ճարտարապետության պետական կոմիտեն էլ միացրեց քաղաքաշինության նախարարությանը: Խնայելու տրամաբանությամբ իրար միացվեցին նաև ՀՀ տարածքային կառավարման և արտակարգ իրավիճակների նախարարությունները:

Սակայն որոշումից մոտ մեկ տարի անց քաղաքական նպատակահարմարություններից ելնելով՝ հանրապետականները մի կողմ դրեցին իրենց կողմից այդքան գովազդված խնայողական քաղաքականությունը և կրկին տարանջատեցին երկու նախարարությունները: Բնականաբար միակ հիմնավորումը քաղաքական նպատակահարմարությունն էր, այն է՝ տարանջատել և նախարարություններից մեկը տալ ՀՅԴ-ին: Իսկ այժմ էլ սև ամպեր են կուտակվել նաև Ֆինանսների նախարարության գլխին: Իշխանություններն այս անգամ էլ որոշել են կրկին տարանջատել ՊԵԿ-ը և Ֆինանսների նախարարությունը: ՊԵԿ-ի և Ֆինանսների նախարարությունների տարանջատման հիմնավորումների վերաբերյալ դեռ ոչինչ չի հաղորդվում, սակայն արդեն պարզ է, որ իշխանությունները կրկին մի կողմ են դրել իրենց խնայողական ռազմավարությունը և նետվել քաղաքական շահերի բավարարման գործընթացին:

Այլ կերպ ասած՝ կրկին քաղաքական նպատահարմարությունը վեր է ամեն տեսակի տնտեսումից, օպտիմալացումից և քաղաքական ռազմավարությունից: Իսկ, թե ինչ քաղաքական նպատակահարմարություններ կարող են առաջիկայում ի հայտ գալ, վախենում ենք անգամ կռահել:
