Հայաստանի վարչապետ Նիկոլ Փաշինյանը, հուլիսի 30-ին կառավարության նիստում անդրադառնալով Moody’s Ratings միջազգային վարկանիշային գործակալության՝ Հայաստանի սուվերեն վարկանիշի վերաբերյալ գնահատականին, հայտարարել է․ «Moody’s-ը Հայաստանի վարկանիշի հեռանկարը վերանայել է «կայունից» «դրականի», իսկ երկարաժամկետ սուվերեն վարկանիշը վերահաստատել է Ba3 մակարդակում»։
Անդրադառնալով վարկանիշի հեռանկարի բարելավմանն ու սուվերեն վարկանիշի՝ Ba3 մակարդակում պահպանմանը՝ վարչապետը ներկայացրել է գործակալության գնահատականում արձանագրված դրական փոփոխությունները՝ մատնանշելով քաղաքական և աշխարհաքաղաքական ռիսկերի նվազումը, տնտեսական աճի հեռանկարների բարելավումն ու տնտեսության կառուցվածքային ներուժի ամրապնդումը։
«Փաստերի ստուգման հարթակը» կառավարության նիստում հնչած պնդումները համադրել է Moody’s Ratings-ի ամբողջական որոշման հետ և արձանագրել, որ վարչապետի կողմից պաշտոնական ներկայացման մեջ տեղ չեն գտել գործակալության մատնանշած մի շարք առանցքային ռիսկեր և վերապահումներ։ Այս մասին գրում է FIP-ը։
*Moody’s Ratings-ը (Moody’s Investors Service) աշխարհի խոշորագույն և ամենահեղինակավոր միջազգային վարկանիշային գործակալություններից մեկն է (S&P Global Ratings-ի և Fitch Ratings-ի հետ միասին մտնում է համաշխարհային «Մեծ Եռյակի» մեջ)։

Խաղաղության պայմանագրի կնքման անորոշությունը
Moody’s-ը հեռանկարի բարելավման պատճառների թվում իսկապես նշում է Ադրբեջանի հետ լայնածավալ ռազմական բախման հավանականության նվազմամբ պայմանավորված աշխարհաքաղաքական և քաղաքական ռիսկերի թուլացումը։ Միաժամանակ, սակայն, գործակալությունը զգուշացնում է, որ լիարժեք խաղաղության պայմանագրի կնքումը դեռևս քիչ հավանական է։
«Տեսանելի ապագայում լիարժեք խաղաղության պայմանագրի կնքումը քիչ հավանական է, քանի որ Ադրբեջանը շարունակում է պահանջել, որ Հայաստանը փոխի իր Սահմանադրությունը, ինչը Երևանի համար շարունակում է մնալ քաղաքականապես զգայուն և ներքաղաքական առումով բարդ հարց»,- նշված է որոշման մեջ։
Ռուսաստանի հետ հարաբերություններից բխող տնտեսական ռիսկերը
Գործակալությունն անդրադարձել է նաև Հայաստանի փոփոխվող արտաքին քաղաքական կողմնորոշմանն և Ռուսաստանի հետ հարաբերությունների շուրջ պահպանվող անորոշությանը։ Moody’s-ի գնահատմամբ՝ երկու երկրների սերտ տնտեսական կապերի պայմաններում այդ անորոշությունը կարող է ազդել Հայաստանի տնտեսական անվտանգության վրա։
«Թեև աշխարհաքաղաքական ռիսկերը նվազել են, Հայաստանի փոփոխվող արտաքին կողմնորոշման և Ռուսաստանի հետ հարաբերությունների շուրջ անորոշությունները շարունակում են ռիսկեր ստեղծել Հայաստանի տնտեսական անվտանգության համար՝ հաշվի առնելով երկու երկրների սերտ տնտեսական կապերը»,- նշված է որոշման մեջ։
