Հայաստանի քաղաքական համակարգում իշխանության և ընդդիմության հարաբերությունները տարիներ շարունակ ձևավորվել են ասիմետրիկ մոդելով, որտեղ իրական քաղաքական մրցակցությունը հաճախ բացակայել է։ Իշխանությունները, որպես կանոն, լուրջ խոչընդոտների չեն հանդիպել սեփական օրակարգն ամբողջությամբ իրականացնելու ճանապարհին, իսկ անհրաժեշտության դեպքում՝ ընդդիմադիր ուժերին օգտագործել են որպես գործիք՝ դրանք հանրությանը ներկայացնելու կամ դրանց լեգիտիմության տպավորություն ստեղծելու համար։

2018 թվականի իշխանափոխությունը, թերևս, կարելի էր դիտարկել որպես որոշակի շրջադարձային փուլ, սակայն փաստ է, որ երևույթի էությունը մեծ հաշվով չի փոխվել։
Նույնիսկ 2026 թվականի խորհրդարանական ընտրությունները ցույց տվեցին, որ գործող իշխանությունը քաղաքական մրցակցությունն ընկալում է ոչ թե որպես ժողովրդավարական համակարգի բնական ու անհրաժեշտ բաղադրիչ, այլ , ավելի շուտ, սեփական դիրքերին սպառնացող գործոն։

Ամեն դեպքում, եթե փորձենք ամփոփել հետընտրական այս կարճ ժամանակահատվածում ընդդիմությանը վստահած հանրության հիմնական սպասելիքները, ապա կարելի է ձևակերպել, որ հավաքական ընդդիմության առաջնային խնդիրներից մեկը գործող վարչակարգի նկատմամբ արդյունավետ զսպող մեխանիզմների ձևավորումն ու քաղաքական զիջումներ պարտադրելն է։ Ի վերջո, նախընտրական շրջանում ընդդիմության կողմից մի շարք հարցերի շուրջ բարձրացված մտահոգությունները ընդամենը շաբաթներ անց՝ նոր խորհրդարանի և կառավարության ձևավորումից հետո, պետք է հայտնվեն իշխանության օրակարգում։

Հատկանշական է, որ «Ուժեղ Հայաստան» կուսակցությունների դաշինքը, դեռ չստացած պատգամավորական մանդատները, արդեն իսկ մեկնարկել է ժողովրդի հետ հետընտրական հանդիպումների շարքը։ Ավելին, այն համայնքներում, որտեղ դաշինքը ապահովել է համոզիչ հաղթանակ, մեկնարկել է բազմազավակության խթանման ծրագիր՝ ընտանիքում 5-րդ երեխայի ծնվելու պարագայում բնակարան նվիրելու նախաձեռնությամբ։

Եթե անգամ մի կողմ դնենք սոցիալական ծրագրի մասշտաբը, պետք է խոստովանել, որ նորանկախ Հայաստանի քաղաքական պատմության մեջ դժվար է հիշել նմանատիպ նախադեպ, երբ քաղաքական ուժը, դեռևս չստանձնելով խորհրդարանական լիազորությունները, անցնում է անմիջական գործողությունների։ Սա քաղաքականության մեջ սահմանում է պատասխանատվության նոր չափանիշ՝ «խոսքից գործի» անցնելու սկզբունքը։

Իսկ ի՞նչպես է իշխանությունը պատասխանում այս քաղաքական մարտահրավերին։ Առայժմ տպավորություն է ստեղծվում, որ նրա առաջնահերթությունների շարքում առավել կարևոր տեղ է զբաղեցնում պարգևավճարների թեման։ Օրեր առաջ կառավարությունը պետական համակարգի աշխատակիցներին պարգևատրելու նպատակով հատկացրեց ևս 5 միլիարդ դրամ...

Միաժամանակ ակնհայտ է, որ ժողովուրդը կոնկրետ ակնկալիքներ ունի ոչ միայն ընդդիմությունից, այլև, առաջին հերթին, իշխանությունից։ Եվ դա բնական է, քանի որ պետական կառավարման ամբողջ պատասխանատվությունը կրում է հենց իշխանությունը։

Հիմնական հարցը, սակայն, հետևյալն է. ո՞ր քաղաքական բևեռն ավելի արդյունավետ կկարողանա արդարացնել հասարակության սպասելիքները, և, ամենակարևորը, ի՞նչ կշահի դրանից Հայաստանը։
