Ռուսաստանի հայերի միությունը վրդովմունք է հայտնել Ադրբեջանի կողմից հայկական քրիստոնեական և մշակութային-պատմական ժառանգության հետևողական ոչնչացման կապակցությամբ:
Կազմակերպությունն ընդգծում է, որ Ստեփանակերտում երկու տաճարների՝ Սուրբ Աստվածամոր հովանու մայր տաճարի և Սուրբ Հակոբ եկեղեցու ավերումը Հայոց ցեղասպանության նախաշեմին շատ խորհրդանշական է:
«Հատկանշական է, որ Ադրբեջանի իշխանությունների ներկայացուցիչները, ներառյալ նախագահ Իլհամ Ալիևը, նախկինում էլ չեն թաքցրել տարածաշրջանում հայկական մշակութային ժառանգության փոփոխման կամ ոչնչացման հետ կապված իրենց մտադրությունները»,- ասված է հայտարարության մեջ:
Ավելին, այդ ամենն ուղեկցվել է ադրբեջանական լրատվամիջոցների համապատասխան հռետորաբանությամբ: Միությունը քննադատությանը չդիմացող է համարել այն փաստարկները, ըստ որոնց մի շարք հուշարձաններ իբր կառուցվել են «առանց ադրբեջանական իշխանությունների հետ համաձայնեցման»:
«Տրամաբանական է հարցնել. իսկ հայերը ո՞ւմ հետ պետք է համաձայնեցնեին այնպիսի գլուխգործոցների կառուցումը, ինչպիսիք են Գանձասարի (XIII դար) և Դադիվանքի (IX–XIII դդ.) վանքերը, մ.թ.ա. I դարում հիմնադրված Տիգրանակերտ հնավայրը և նրա տարածքում գտնվող Վանկասարի եկեղեցին (VII դար), Ծիծեռնավանքը (IV–VI դարեր), Օխտը Դռնի (VI դար) և Գտչավանք (XIII դար) եկեղեցիները, Ամարասի վանքը (IV դար), Ղազանչեցոցը (XIX դար) և ավելի քան հինգ հարյուր այլ քրիստոնեական ճարտարապետական հուշարձաններ, որոնք հազարավոր տարիներ առաջ իրենց պատմական հողերի վրա կառուցել են հայերը, նաղքան աշխարհի քարտեզի վրա հայտնվել է Ադրբեջանը, որը «համաձայնեցում» է պահանջում տաճարների, հուշարձանների և հուշահամալիրների կառուցման համար այն հողերում, որոնց հետ նա ոչ մի առնչություն չի ունեցել»,- նշված է հայտարարության մեջ:
Ռուսաստանի հայերի միությունը միաժամանակ քննադատել է Հայաստանի իշխանությունների վարած քաղաքականությունը: Հեղինակները համոզված են, որ ՀՀ վարչապետ Նիկոլ Փաշինյանը խուսափում է Ստեփանակերտում ավերված հայկական տաճարների մասին ուղղակի հարցերի պատասխաններից, ինչով փաստացի ձայնակցում է Ալիևին և արձակում նրա ձեռքերը՝ հետագա ցեղասպան քաղաքականության իրականացման համար:
