«Փաստ» օրաթերթը գրում է.

2025 թվականի հոկտեմբերի 20-ից ուժի մեջ մտած «Բարձրագույն կրթության և գիտության մասին» նոր օրենքը Հայաստանում դարձել է հանրային դիսկուրսի առանցքային թեմաներից մեկը՝ առաջ բերելով մասնագիտական, հանրային և քաղաքական լայնածավալ քննարկումներ ու բազում հարցադրումներ։

Չնայած իշխանությունների կողմից օրենսդրական փոփոխության նպատակ է հռչակվել բարձրացնել կրթության և գիտության ոլորտի արդյունավետությունը, արդիականությունը և միջազգային համահունչությունը, սակայն նոր օրենքի մի շարք դրույթներ առաջացնում են լրջագույն մտահոգություններ՝ կապված ինչպես համակարգային բարեփոխումների հիմնավորվածության, այնպես էլ կրթական ինքնավարության, ակադեմիական ազատությունների, ֆինանսավորման մեխանիզմների, կառավարման մոդելների ու գիտության զարգացման ռազմավարական ուղղությունների հետ։ Այս համատեքստում անհրաժեշտ է համապարփակ և բազմաշերտ վերլուծություն՝ օրենքի խնդրահարույց կողմերը ողջ խորությամբ դիտարկելու, դրանց հնարավոր հետևանքները և ռիսկերն արձանագրելու համար։

Նախ՝ նոր օրենքն իր կառուցվածքով և բովանդակությամբ ակնհայտորեն միտված է բարձրագույն կրթության ոլորտի կառավարման մոդելի արմատական վերափոխման. այն փոխում է բուհերի և գիտական հաստատությունների կառավարման ավանդական սկզբունքները՝ փոխարինելով դրանք ավելի կենտրոնացված և պետական վերահսկողությանը ենթակա մեխանիզմներով։ Օրենքի մի շարք դրույթներ սահմանում են, որ բուհերի կառավարման բարձրագույն մարմինները ձևավորվում են ոչ միայն համալսարանական համայնքի, այլև կառավարության նշանակումների հիման վրա, ինչը բազմակի անգամ նվազեցնում է բուհերի ինքնավարության մակարդակը։ Այս փոփոխությունը լուրջ մտահոգություն է առաջացնում թե՛ գիտակրթական շրջանակներում, թե՛ հասարակական լայն շերտերում, քանի որ ակադեմիական ինստիտուտների ինքնավարությունը համարվում է որակյալ կրթության բացառիկ գրավական։

Չնայած օրենքում խոսվում է ինքնավարության մասին, բայց այնքան խիստ վերահսկողության մեխանիզմներ են գործարկվում, որ այս պայմաններում բուհական հաստատությունների ինքնավարության մասին խոսելն ուղղակի անիմաստ է։ Կարելի է գլխի ընկնել, որ նման մոտեցում որդեգրվել է այն պատճառով, որ մի շարք բուհեր ուղղակի չկարողանան դիմանալ ներկայացվող պահանջներին, ու ճանապարհ բացվի որպես գունագեղ նպատակ հռչակված ակադեմիական քաղաքի ստեղծման համար, որի կազմում, ըստ նախնական պատկերացումների, պետք է լինի ընդամենը 8 բուհ, որոնք կլինեն խիստ վերահսկելի։

Իրականում բարձրագույն կրթության արդյունավետությունը կախված է նրանից, թե որքանով են բուհերը ազատ իրենց ռազմավարության, կրթական ծրագրերի մշակման, ներքին կառավարման և ֆինանսական կառավարման հարցերում։ Երբ կառավարությունը ստանում է կտրուկ մեծացված վերահսկողություն, առաջանում է ակադեմիական ազատությունների սահմանափակման վտանգ, ինչը կարող է հանգեցնել նաև գաղափարական կարծրայնացման, նորարարության անկման և միջազգային հեղինակության նվազման։
