«Հրազենի գործադրմամբ հանցագործությունների աճի միտում կա». Վարազդատ Հարությունյան

«Նախորդ տարիների վիճակագրությունը հուշում է, որ վերջին տարիներին հանցագործությունների թվի աճման միտում կա՝ ընդ որում խոսքը հրազենի գործադրմամբ հանցագործությունների մասին է։ Պատճառը իրավապահ համակարգի կողմից ապօրինի զենքի շրջանառության կանխման ձախողումն է»։ Այս մասին այսօր՝ հոկտեմբերի 13-ին, NEWS.am–ի հետ զրույցում ասաց փաստաբան Վարազդատ Հարությունյանը՝ խոսելով այն մասին, որ վերջին շրջանում լրահոսը ողողված է հանցագործությունների՝ հատկապես առանձնակի դաժանությամբ սպանությունների մասին լուրերով։
«Կարելի է ասել, որ ապօրինի զենքի շրջանառության դեմ պայքարի բացակայություն կա, եղած միջոցառումներն էլ իմիտացիա են։ Հաճախ տեսնում ենք, որ քաղաքում փողոցներ են փակում, մարդկանց մեքենաների բեռնախցիկներն են զննում, դուբինկաներ են գտնում, բայց իմ կարծիքով դա պայքարի արդյունավետ միջոց չէ։ Հանցավորության աճը նաև պայմանավորված է պատժի անխուսափելիության սկզբունքի խաթարմամբ. երբ անձը ունի ներքին համոզմունք, որ իր հանցագործությունն, ամենայն հավանականությամբ, չի բացահայտվելու կամ ինքը բացահայտված հանցագործության համար կարողանալու է պատժից խուսափել, դա հավելյալ հանդգնություն է հանցագործի մոտ առաջացնում»,–ասաց փաստաբանը։
Վարազդատ Հարությունյանի խոսքով, ստեղծված իրավիճակի պատճառը իրավապահ համակարգի թերացումներն են։
«Պատերազմից հետո Հայաստանը քաղաքական հուզումների շրջան է ապրում, և այս պրոցեսների արդյունքում իրավապահ համակարգը ստանձնել է օրվա քաղաքական իշխանություններին պաշտպանելու դերը։ Մենք նրանց ավելի շատ այդ դերում ենք տեսնում, քան հանցավորության դեմ պայքարի մեջ։ Դա մտահոգություններ է առաջացնում»,–նշեց Հարությունյանը։
Խոսելով այն մասին, թե ինչ քայլեր պետք է ձեռնարկվեն նման հանցագործությունների աճը կանխելու ուղղությամբ, փաստաբանն ասաց.
«Պետությունը պարտավոր է ուսումնասիրել այս խնդիրները և ախտորոշել պատճառները։ Իմ կարծիքով հանցագործությունների թվի աճի պատճառներից մեկն իշխանությունների վարած քաղաքականությունն է։ Չի կարող քաղաքական իշխանությունը խոսել բռնության լեզվով և բռնության մասին, օգտագործելով արտահայտություններ, որոնք հատուկ են բռնության հակում ունեցող անձանց, և հասարակությունը դա ինչ-որ առումով չընկալի որպես բռնության խրախուսում։ Նաև, բնականաբար, հետպատերազմական իրավիճակն է այս ամեն ինչի վրա ազդում։ Այսինքն շատ լուրջ խորքային խնդիրներ կան, որոնք պրոֆեսիոնալ միջամտության կարիք ունեն, իսկ պատերազմից հետո այս հինգ տարիների ընթացքում իշխանությունների վարքագիծը լավատեսություն չի ներշնչում։ Հակառակը բևեռացումը հասարակության մեջ խորանում է, ատելության և բռնության բառապաշարը չի իջնում քաղաքական տարբեր բարձր ամբիոններից։ Եվ այս պայմաններում չի կարելի ակնկալել, որ շարքային ոստիկանները կարող են իրավիճակը ճիշտ վերահսկողության տակ պահել»։
