Նաիրի Սարգսյան․ Վաշինգտոնի հռչակագիրը Հայաստանի համար տնտեսական հեռանկար չի բացում

Վաշինգտոնում ստորագրված Հայաստանի և Ադրբեջանի միջև հռչակագիրը, ըստ «Հայաստանը ես եմ» նախաձեռնության ղեկավար, Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանի, ոչ միայն հստակ իրավական բովանդակություն չունի, այլև որևէ տնտեսական հեռանկար չի ստեղծում Հայաստանի համար։ Փաստի հետ զրույցում նա ընդգծեց, որ փաստաթղթի ձևակերպումները անորոշ են, իսկ այն առավելապես ծառայում է Նիկոլ Փաշինյանի ներքաղաքական շահերին։

«Վաշինգտոնում ստորագրված հռչակագիրը ոչ այլ ինչ է, քան փաստաթուղթ կողմերի մտադրությունների մասին՝ անհասկանալի ձևակերպումներով և իրավական անորոշությամբ, որ որևէ ուղղության իրավագետ-մասնագետը չի կարող այն մեկնաբանել», – նշեց Նաիրի Սարգսյանը։

Նրա խոսքով՝ այս հռչակագիրն ավելի շատ քաղաքական արդյունք ունի Նիկոլ Փաշինյանի համար, քանի որ նա փորձում է այն ներկայացնել որպես ապագա խաղաղության պայմանագրի հիմք ու հենք։ «Քաջ գիտակցելով, որ հայ ժողովրդի 90 տոկոսից ավելին չի կարդում այդ փաստաթուղթը, Փաշինյանը փորձում է մանիպուլացնել և վաճառել այն որպես նախաստորագրված խաղաղության պայմանագիր։ Բայց փաստաթղթի հետագա անորոշությունը՝ քաղաքական, տնտեսական և իրավական, շատ ավելի խորն է», – ընդգծեց նա։

Սարգսյանը որպես օրինակ բերեց միջանցքի մեկնարկի և ավարտի իրավական կարգավորման խնդիրը․ «Եթե դա անցակետ է, ապա չի կարող չլինել մաքսային սահման։ Դա ՀՀ մաքսային սահմանը չէ, այլ ԵԱՏՄ միության, և հարց է՝ Հայաստանը իրավունք ունի՞ ինքնուրույն որոշելու այդ հարցը։ Սա խոշոր անորոշություն է, որի պատասխանը ոչ ոք չունի։ Իսկ եթե մաքսային չէ, ապա սահմանը պետք է պաշտպանի ՀՀ զինված ուժերը, ինչ դեպքում ընդհանրապես տարանցման մասին խոսք լինել չի կարող»։

Նա նաև նկատեց, որ փաստաթուղթը որևէ բանի մասին չէր, քան այն, որ սա քաղաքական օգուտ էր Փաշինյանի համար, ԱՄՆ-ն իր համար լուծեց որոշակի խնդիր, իսկ Ադրբեջանը ստացավ մի քանի մտքի ձևակերպում, որոնք կօգտագործի հետագա խաղաղության պայմանագրի կնքման ժամանակ՝ գործընթացը երկարաձգելու և առավելագույն արդյունքներ քաղելու համար։

«Այլ որևէ ակնկալիք՝ հատկապես տնտեսական, չի կարելի ունենալ։ Տարածքի վարձակալության հանձնումը, բացի վարձավճարներից, չի հանգեցնում այլ տնտեսական էֆեկտի՝ ոչ միկրո, ոչ մակրո, ոչ էլ մեգա մակարդակում։ Աշխարհաքաղաքական հարթակում այս փաստաթուղթը չի կարող Հայաստանի համար բերել տնտեսական օգուտներ», – եզրափակեց Նաիրի Սարգսյանը։

Նրա համոզմամբ, ներկայիս իշխանությունը փաստաթուղթը փորձում է օգտագործել որպես հանրային կարծիքի մանիպուլյացիայի գործիք, այն էլ մի ժամանակ, երբ ներսում ակտիվացել են ճնշումները Հայ Առաքելական Եկեղեցու դեմ և շարունակվում է խոշոր գործարար, բարերար Սամվել Կարապետյանի ապօրինի կալանքի երկարաձգումը։ Այս համատեքստում Վաշինգտոնի հռչակագիրը ոչ միայն տնտեսական զարգացում չի խոստանում, այլ նաև խորացնում է Հայաստանի ինքնիշխանության և ազգային շահերի նահանջի վտանգը։
