Իշխանությունը զորակոչի տարբեր փուլերում արձանագրվող խնդիրների լուծումը տեսնում է ո´չ թե կոռուպցիոն դրսևորումների նվազեցման, առկա «սողանցքների» փակման, զինվորական ծառայությունից խուսափելու պատճառների վերացման համատեքստում, այլ առկա բոլոր ռիսկերի, այսպես ասած, օրինականացման ձևով:

Զինված ուժերի ֆունդամենտին, արժեքային համակարգին, գաղափարական հենքին հարված հասցնող իշխանությունը ուզում է համոզել, որ բանակի մարտունակության, համալրվածության, զորակոչի սպառնալից վիճակի հիմքում պարզապես ֆինանսներն են, որոնք նոր սոցիալական բևեռացման և ներհասարակական պառակտման գնով կարելի է փոխել»,-գրել է նա։
