ՆԳՆ-ն վարորդների ատեստավորում չի անցկացնի․ մտադիր են լավարկել «պռավա տալու» բիզնես-պրոցեսը

Նիկոլ Փաշինյանը, երեկ կառավարության նիստին խոսելով կադրային բանկի սնանկության մասին, եկավ հասավ վարորդական իրավունքներ ստանալու «մշակույթին» և յուրահատուկ խոստովանություն արեց, որ ինքն էլ, շատերի նման, անօրինական կերպով է իր վարորդական իրավունքը ստացել։ 

Նրա խոսքով՝ ինքն այդ թվերին հայտնի լրագրող էր, ու իրեն թույլ էլ չէին տա, որ ինքը քննություն հանձներ, վարորդական ստանար, բերել իր 300 մետրի վրա իր «պռավան» տվել են ու ասել՝ «հնարավորինս շուտ էստեղից գնա, գործ չունես մեզ հետ»։ Կարճ ասած՝ այն ժամանակվա ոստիկանությունը վախեցել է Նիկոլ Փաշինյանի լրագրողի «կլյաուզաներից» և որոշել է նրան այդ վարորդական իրավունքը շնորհել առանց քննություն հանձնելու, միայն թե «շառից-փորձանքից» հեռու մնան։ Բայց սա չէ խնդիրը։ 

Փաշինյանը երեկվա իր ելույթում բարձրացրեց վարորդական իրավունք ստացած անձանց ատեստավորում անցկացնելու հարցը, որովհետև, ըստ նրա, մեր վարորդական իրավունքները համատարած կեղծ են:

«Ոչ թե կեղծված են, այլ կեղծ են․ էստեղ ա մեր պրոբլեմը…. Դե որ մեր մոտ սենց մեծ հանրային պրոբլեմ ա, անվտանգության պրոբլեմ ա մեր երկրում վթարների մեծ քանակն ու զոհերի թիվը, եկեք վարորդների ատեստավորում անենք։ Շատ լավ արդյունքներ կունենանք, կսկսենք ոտքով քայլել նախ, առողջ ապրելակերպի կանցնենք, համաձա՞յն եք»,- ինքն իրեն խոսելով՝ այսպիսի առաջարկ արեց կեղծ վարորդական իրավունքով Փաշինյանը։ 

MediaHub-ը փորձեց ՆԳՆ-ից ճշտել՝ իրենք համաձա՞յն են Նիկոլ Փաշինյանի առաջարկի հետ և հնարավո՞ր է՝ վաղը իսկապես վարորդների ատեստավորման գործընթաց նախաձեռնեն։ ՆԳՆ-ի պատասխանից հասկացանք, որ ոչ, այդպիսի գործընթաց նախաձեռնելու մտադրություն չունեն, և սա ընդամենը կառավարության նիստում քննարկման մակարդակով հնչած միտք է եղել։ 

«Ներքին գործերի նախարարությունը Հաշվառման-քննական ստորաբաժանումների բիզնես պրոցեսները լավարկելու ուղղությամբ այս պահին ակտիվ գործողություններ է իրականացնում։ Զուգահեռ՝ ՆԳՆ ներքին անվտանգության և հակակոռուպցիոն վարչությունը մշտադիտարկման տակ է պահում նշված ոլորտը»,- ասացին ՆԳՆ-ից։

Այս պատասխանից երևաց, որ Փաշինյանի ասած ատեստավորումը միս ու արյուն չի ստանա ՆԳՆ-ի կողմից, փոխարենը հասկացանք, որ ՆԳՆ Հաշվառման-քննական ստորաբաժանումների կողմից քաղաքաիցներին վարորդական իրավունք տրամադրելը բիզնես պրոցես է։ Սա ՆԳՆ-ի կողմից յուրահատուկ խոստովանություն էր, որովհետև «փողով պռավա» ստանալը, իսկապես որ, ոստիկանության համար տարիներ շարունակ բիզնես-պրոցես է եղել, ու հիմա էլ, կարծես թե, չի դադարում այդպիսին լինել, պարզապես թվաբանությունն է փոխվել:
