Արցախի հարցը մենք չենք փակում, Լեռնային Ղարաբաղի լուծարման մասին փաստաթուղթը ես չեմ ստորագրել, երբ որ Լեռնային Ղարաբաղը պաշարման մեջ էր, ես էի, վարչապետ Փաշինյանն էր, մեր քաղաքական ուժն էր լուծումներ փնտրում, այդ թվում նաև տարբեր հանդիպումներ պայմանավորվում, որտեղ հնարավոր էր լուծումներ գտնել, բայց այդ հանդիպումները բարեհաջող ջրվում էին և ոչ ևս էին դարձվում, էլի ոչ մեր կողմից: Այս մասին, այսօր՝ մարտի 14-ին, ԱԺ-ում լրագրողների հետ զրույցում նշեց ԱԳ նախարար Արարատ Միրզոյանը՝ անդրադառնալով հարցին,թ ե ժողովուրդը ձեզ իրավունք տվե՞լ է՝ փակել Արցախի հարցը:
«Իսկ մինչև պատերազմը էլի լուծումների հնարավորություններ կային, այդ ժամանակ այդ լուծումները մերժելո՞վ էր, որ այդ հարցը փակվում էր, հարց համարում էր սպառված»,-ասաց նա:
Դիտարկմանը, որ Ադրբեջանը շարունակում է պնդել, որ խաղաղության պայմանագիրը կստորագրվի, եթե Հայաստանը փոխի սահմանադրությունը և լուծարի Մինսկի խումբը, նա ասաց. «Նախ փաստենք այս փուլի համար եղած ձեռքբերումը, դա պայմանագրի տեքստի համաձայնեցումն է։ Պայմանագրի տեքստի շուրջ բանակցությունները հայտարարված են երկու կողմերից ավարտված, տեքստը համաձայնեցված։ Հիմա Ադրբեջանը, ինչպես և մինչև այդ հայտարարությունը, հանդես է գալիս հավելյալ պահանջներով, օրինակ, սահմանադրության վերաբերյալ։ Մեր դիրքորոշումը հետեւյալն է՝ ՀՀ սահմանադրության մեջ որևէ տարածքային պահանջ Ադրբեջանի տարածքային ամբողջականության նկատմամբ չկա: Զուգահեռաբար մենք (հստակ տեսնում ենք տարածքային պահանջներ Հայաստանի Հանրապետության տարածքային ամբողջականության նկատմամբ Ադրբեջանի Սահմանադրության մեջ։ Զուգահեռաբար հիշենք սահմանազատման հանձնաժողովների, ուրեմն, համատեղ գործունեության կանոնակարգը, և Հայաստանի ՍԴ-ն ասաց, որ այս կանոնակարգը համապատասխանում է սահմանադրությանը: Իսկ կանոնակարգում նշված է, որ սահմանազատումը պետք է տեղի ունենա Ալմա-Աթայի հռչակագրի վրա, որը իր հերթին ենթադրում է 1991 թվականի սահմաններ:
Վերջին մնացորդները պատրանքների կամ պահանջների, թե ՀՀ Սահմանադրությունը ունի պահանջներ Ադրբեջանի տարածքային ամբողջականության նկատմամբ, պետք է ցրված լինեին և փարատվեին:
Բայց կրկին տեսնում ենք այդ նույն պահանջը: Հիմա մեզ պետք է շարունակել երկխոսությունը, հանդես գալ փաստարկներով»,-ասաց Միրզոյանը:
