Սպանդանոցներին փոխհատուցում կտրամադրվի ֆերմերային տնտեսությունների համար անվճար սպանդի ծառայություն մատուցելու դիմաց. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունն առաջարկում է լրացումներ և փոփոխություն կատարել կառավարության 2024 թ. օգոստոսի 1-ի N 1176-Լ որոշման մեջ: Որոշմամբ հաստատված սպանդանոցային ծառայություն մատուցող տնտեսավարողների աջակցության ծրագրի մեկնարկից սկսած ստացվել է ԱԱՀ-ի 75 տոկոսի չափով աջակցություն տրամադրելու 2 շահառուի 6 հայտ՝ մոտ 18 մլն դրամի չափով։ Ծրագրի իրականացման ընթացքից ելնելով՝ անհրաժեշտություն է առաջացել հստակեցնել և շտկել առանձին դրույթներ, մասնավորապես՝ պարզվել է, որ խոշոր եղջերավոր կենդանիները (ԽԵԿ) սպանդանոց են տեղափոխվում ոչ միայն ֆերմերային տնտեսությունների, այլև նրանց լիազորած անձանց կամ գնորդի կողմից։ Բացի այդ, ԽԵԿերի նույնականացման համար անհրաժեշտություն է առաջացել ունենալ նաև ԽԵԿ-երի սպանդի վերաբերյալ N 5 ձևի անասնաբուժական վկայականների պատճենները։

Սպանդանոցային սպանդի ծավալների ուսումնասիրությունը ցույց է տվել, որ շուկայահանվող ամբողջ մսեղիքի ծավալում սպանդանոցային սպանդի արդյունքում ստացված մսեղիքի մասնաբաժինը շատ փոքր է։ Սպանդանոցային սպանդը խրախուսելու, բակային մորթի ծավալները կրճատելու նպատակով անհրաժեշտություն է առաջացել իրականացնել նոր՝ սպանդանոցների կողմից խոշոր եղջերավոր կենդանիների սպանդի ծառայության ծախսերի փոխհատուցման ծրագիր, որով առաջարկվում է փոխհատուցում տրամադրել սպանդանոցներին՝ ֆերմերային տնտեսությունների համար անվճար սպանդի ծառայություն մատուցելու դիմաց։ Նախագծով առաջարկվում է ծրագրի առանձին դրույթներում կատարել փոփոխություն և լրացումներ, ըստ որոնց՝ ԽԵԿ-երը սպանդանոց կարող են տեղափոխվել նաև ֆերմերային տնտեսությունների կողմից լիազորված անձանց կամ գնորդների կողմից, ինչպես նաև սահմանվել է լրացուցիչ պահանջ այն մասին, որ շահառուն փոխհատուցման ստացման դիմումին կից պետք է ներկայացնի ԽԵԿ-երի սպանդի վերաբերյալ N 5 ձևի անասնաբուժական վկայականների պատճենները, նախագծի ընդունումից հետո մինչև 2026 թ. դեկտեմբերի 30-ը սպանդանոցային ծառայություն մատուցող տնտեսվարողներին, նախագծով սահմանված ընթացակարգի համաձայն տրամադրել ֆերմերային տնտեսության կամ վերջինիս լիազորած անձի կամ գնորդի համար անվճար սպանդի ծառայություն մատուցած յուրաքանչյուր խոշոր եղջերավոր կենդանու դիմաց 10 000 դրամի չափով փոխհատուցում։ Ընդ որում՝ փոխհատուցում չի տրամադրվում ներտնտեսային (ֆերմերային տնտեսություններին կամ գնորդներին խոշոր եղջերավոր կենդանիների սպանդի ծառայություն չմատուցող) սպանդանոցներին և տնտեսվարողին սեփականության կամ օգտագործման իրավունքով պատկանող կամ տնտեսվարողի հիմնադիր կամ ավելի քան 10 տոկոս բաժնետոմս ունեցող բաժնետեր հանդիսացող անձանց կամ նրանց ընտանիքի անդամներին (ծնող, ամուսին, զավակ) պատկանող խոշոր եղջերավոր կենդանիների սպանդի ծառայության դիմաց։

Նախագծի ընդունման դեպքում 2025 թ.-ի համար պետբյուջեից հատկացվող ֆինանսական միջոցների պահանջարկը կկազմի շուրջ 443 մլն դրամ։
