Մի պարզ պատճառով. եվրոպական երկրները հիմնականում ազգային չեն ո՛չ իրենց առջև կանգնած խնդիրների, ո՛չ բնակչության էթնիկ կազմի, ո՛չ մշակութային ժառանգության առումներով: Մենք՝ ուղիղ հակառակը, ազգային ենք բոլոր այդ իմաստներով: Իսկ ազգայինը, նախևառաջ, մշակութային է: Չկա մշակույթ՝ չի լինի ազգ, քանի որ ազգը գենետիկ երևույթ չէ, այլ՝ մշակութային: Ինչպես մարդ լինելու համար մարդ ծնվելը քիչ է, այնպես էլ հայ լինելու համար հայ ծնողներ ունենալը քիչ է:

Ո՛չ լեզուն, ո՛չ անցյալը, ո՛չ բարոյական պատկերացումները մենք չենք ստանում գեներով, դրանք մեզ են հասնում մշակույթի միջոցով, ինչի արդյունքում էլ մենք մեզ հայ ենք համարում:

Եվրոպական երկրները ստիպված և նպատակային գնացել են մշակույթի հարցում ապազգայնացման, քանի որ նպատակ ունեին ողջ Եվրոպայում ստեղծել ապրելու միասնական, ընդհանուր միջավայր, որտեղ բացառված կլինեն պատերազմները: Այդ ճանապարհին ազգային (ինչպես նաև կրոնական, սեռային, ռասայական) պատկանելիությունը դիտվեց որպես երկրորդային մարդու համար, իսկ առաջնային դարձան սոցիալական երևույթները՝ քաղաքականություն, տնտեսություն և այլն:

Մենք չունենք հարևանների հետ մշակութային ընդհանրություն ստեղծելու խնդիր, որում մեր և իրենց ազգայինը պետք կլիներ դնել մի կողմ, մենք չունենք նաև եվրոպացիների հետ մշակութային ընդհանրություն ստեղծելու անհրաժեշտություն, որովհետև հարևան չենք իրար: Մենք ունենք ազգայինի գոյության և զարգացման երկու հիմքերը՝ մշակույթը և պետությունը, պահպանելու և զարգացնելու: Պետությունն այլ կերպ է զարգացվում, ազգային մշակույթը՝ այլ կերպ: Եթե մեր պետությունը կարող է գնալ և գնում է եվրոպական պետության մոդելով, ապա մշակույթը չպետք է գնա այդ ճանապարհով, այն պետք է գնա ազգային մշակույթի տարածման, վերարժևորման, վերաիմաստավորման և դրանով հանդերձ՝ արդիականացման ճանապարհով: Այն պարզ պատճառով, որ հայաստանյան իրականությունը՝ հարաբերությունները, խնդիրները, բարոյական պատկերացումները, դեռ ազգային են: Մենք դեռ չունենք այն կայացած պետությունը, որ այդ ամենը իդեալական կազմակերպի, և հանրային հարաբերությունների միակ կարգավորիչը մնում է մշակույթը, որը մեր պարագայում ազգային մշակույթն է:

Մշակույթի նախարարությունը, ի դեպ, շատ բան ճիշտ անում է՝ մշակութային քաղաքականության հենց եվրոպական հայեցակարգի շրջանակներում (Թանգարանների գիշեր, ցուցադրություններ և այլ նախաձեռնություններ): Բայց այդ ամենը մեր ազգային մշակույթի զարգացմանը ինչքանո՞վ է նպաստում:
