Խաղաղության համաձայնագրի 17 հոդվածից 15-ի շուրջ արդեն համաձայնություն կա: Այս մասին ֆիննական «Lännen Media» լրատվական գործակալությանը տված հարցազրույցում ասել է ՀՀ ԱԳ նախարար Արարատ Միրզոյանը:
«Ես կարծում եմ, որ մենք կարող էինք վերջնական տեսքի բերել և ստորագրել պայմանագիրը նույնիսկ մինչև Բաքվում կայացած COP29 կլիմայական գագաթաժողովը: Ցավոք, դա տեղի չունեցավ, բայց հիմա մենք պատրաստ ենք դա անել սեղմ ժամկետներում: Կարելի է ասել, որ սա հույսի պահ է: Ես կասեի, որ շատ մոտ ենք: Բայց չնայած մեր երկու պետությունների և հասարակությունների ողբերգական անցյալին, կա թշնամանքի էջը շրջելու հնարավորություն: Անցյալը դժվարին է եղել։ Այն դժվար է ըմբռնել, մոռանալ, ներել, բայց մեր տարածաշրջանում բավարար չափով արյուն է թափվել, և հիմա մենք ունենք հնարավորություն նայելու դեպի ապագա»,- ասել է նա:
2020թ. Լեռնային Ղարաբաղում պատերազմից հետո Հայաստանում ներքին քաղաքական ճգնաժամի առնչությամբ նախարար Միրզոյանը նշել է. «Երկրի վարչապետը, կառավարությունը և քաղաքական թիմը որոշեց անցկացնել արտահերթ խորհրդարանական ընտրություններ: Մենք դիմեցինք ժողովրդին և հարցրեցինք երկու բան՝ արդյո՞ք նրանք աջակցում են ավելի խորը ժողովրդավարական բարեփոխումներին և խաղաղության օրակարգին, այսինքն՝ կառավարության քաղաքականությանը: Մենք նորից ստացանք ձայների մեծամասնությունը: 2026 թվականի ընտրությունների ժամանակ մենք կրկին կտանք այդ հարցը, չնայած, որ հարցումները նույնպես ցույց են տալիս կառավարության քաղաքականության նկատմամբ աջակցությունը:
Ներկայումս մենք կենտրոնացած ենք մեր երկրի անվտանգության, ինքնիշխանության և տարածքային ամբողջականության ամրապնդման վրա: Մյուս կողմից՝ մենք կենտրոնացած ենք մեր երկրի բարգավաճման, շարունակական արդիականացման և ժողովրդավարացման վրա: Եվ սա, բնականաբար, մեզ ավելի է մոտեցնում Եվրոպային և ձեր արժեքային ընտրության նման ընտրություններին:
Միաժամանակ, ընթացակարգերի և կանոնների նկատմամբ ամենայն հարգանքով հանդերձ՝ գուցե ժամանակն է գործել այլ կերպ, քան «սովորական ընթացքի» (business as usual) ռեժիմով։ Սա կարող է վերաբերել թե՛ աշխարհաքաղաքական որոշումներին, թե՛ ներքին նշանակության որոշումներին։ Աշխարհը փոխվում է։ Թերևս, ժամանակն է կայացնել համարձակ քաղաքական որոշումներ:»
