Նոյեմբերի 9-ի հայտարարության 9-րդ կետը կիրականացվի, Ռուսաստանն ու Իրանը հստակ դիրքորոշում ունեն, որ այդպես է լինելու։ Դրա մասին NEWS.am-ի թղթակցի հետ զրույցում հայտարարել է միջազգայնագետ Գրիգորի Բալասանյանը։

Նրա կարծիքով՝ Ռուսաստանն ու Իրանը հավաստիացումներ են ստացել Ադրբեջանից, որ այսպես կոչված «Զանգեզուրի միջանցքի» գաղափարը ժամանակավորապես դուրս է եկել օրակարգից, և հիմա արդեն Հայաստանից է կախված՝ հաղորդակցությունների ապաարգելափակումը կիրականացվի՞, թե՞ ոչ։

Միևնույն ժամանակ, նա կարծում է, որ Հայաստանը լուրջ ճնշման տակ է, ներառյալ՝ Արևմուտքի ճնշման տակ, որին անհրաժեշտ է այս միջանցքը՝ Հայաստանի և Թուրքիայի տարածքով ղազախական ուրանը Եվրոպա փոխադրելու համար։

«Ինչպե՞ս պետք է ռուս սահմանապահները առանց ֆիզիկական ներկայության ծառայեն:  Նոյեմբերի 9-ի հայտարարության տրամաբանությունը հուշում է, որ հայ և ադրբեջանցի սահմանապահների միջև պետք է կանգնեն ռուս սահմանապահները։

Միգուցե նրանք պետք է ծառայություններ իրականացնեն և ստուգեն բեռը դրոնների միջոցո՞վ, կամ՝ տիեզերքի՞ց։ Չգիտեմ։ Թերևս եղել է համապատասխան բանավոր պայմանավորվածություն։ 2020 թվականից հետո արդեն եղել են դեպքեր, երբ բանավոր պայմանավորվածությունների արդյունքներով մեզ փաստի առաջ են կանգնեցրել»,- ընդգծել է Բալասանյանը։

Ըստ նրա՝ Փաշինյանն ընդունում է, որ 2020 թվականից տարածված այն առասպելը, թե ռուսները վերահսկելու են ճանապարհը, իրականությանը չի համապատասխանում, ՀՀ վարչապետը խոստովանել է, որ նոյեմբերի 9-ի հայտարարության մեջ նման դրույթ չկա:

Փորձագետը պարզաբանել է, որ խոսքը ոչ թե ճանապարհի, այլ սահմանային անցակետի վերահսկողության մասին է, իսկ դրանք տարբեր բաներ են։

«Հայտարարության մեջ որևէ կետ չկա, որ ասի, որ Հայաստանը չպետք է վերահսկի։ Ավելին, 2021 թվականին Օվերչուկը երկու անգամ հայտարարել է, որ Հայաստանի ու Ադրբեջանի ճանապարհները լինելու են այս երկրների իրավասության ներքո»,- հիշեցրել է միջազգայնագետը։

Ըստ միջազգայնագետի՝ այս հարցում Հայաստանի իրավունքները ոչ ոք չի ոտնահարել, որ Հայաստանն  էլ դրա դեմ պայքարի։

«Ռուսաստանն ու Իրանը նախօրեին հենց դա են հայտարարել։ Ուստի թշնամիներ ստեղծելն ու նրանց դեմ պայքարելը անիմաստ է։ Ավելի լավ է այդ ջանքերն ուղղել այլ հունով:

Դրսից միտումնավոր ներկայացվել է տեղեկատվական օրակարգ՝ Իրանի և Ռուսաստանի միջև տարաձայնություններ ստեղծելու և դրա հետնապատկերում այսպես կոչված «Զանգեզուրի միջանցքի» գաղափարը առաջ մղելու նպատակով։

Իրանում փորձ է արվում երկիշխանություն ձևավորել պահպանողականների և ռեֆորմիստների միջև։ Եվ կտրուկ հայտարարություններ արեցին հենց Արևմուտքի հետ հարաբերությունների խորացման ճանապարհով ընթացող նոր քաղաքական թևի ներկայացուցիչները (ռեֆորմիստները) ։

Սակայն Իրանի և Ռուսաստանի միջև գլոբալ առումով խնդիրներ չկան, և Իրանի Անվտանգության խորհրդի քարտուղարի այցը Ռուսաստան նպատակ ուներ կասեցնել լեզվակռիվը»,- եզրափակել է Բալասանյանը։
