2023 թվականին 3 անձ ցած է նետվել Քննչականի պատուհաններից

Ապրիլի 27-ին Արտաշատի քննչական բաժնի պատուհանից ընկավ եւ մահացավ Արարատի Հովտաշեն գյուղի բնակիչ, 62 տարեկան մսավաճառ Միսակ Պողոսյանը, ում բերման էին ենթարկել։ Նա կալանավորվել էր մարիխուանա եւ կանեփ շրջանառելու մեղադրանքով, հետո կալանքից ազատվել էր եւ կրկին կալանավորվելու էր։ Այս գործով վարույթը, որով զբաղվում է ԱԱԾ-ն, ձգձգվում է։ Մինչ օրս գործով մեղադրյալ չկա, թեեւ հոդվածը, որոնցով նախաձեռնվել է վարույթը, ենթադրում է, որ վաղուց պետք է մեղավորը հայտնի լիներ՝ 446-րդ հոդվածի 2-րդ մաս՝ պաշտոնեական անփութություն, որն անզգուշությամբ առաջացրել է մարդու մահ։ Միսակ Պողոսյանի հարազատները խուսափում են խոսել դեպքի մասին։ Անգամ նրա փաստաբան Սամվել Միրզոյանը հակված է կատարվածում հենց Պողոսյանի մեղքը տեսնելուն։
Նա մեզ հայտնեց, որ կարող է պարզվել՝ հենց Պողոսյանն է մեղավոր կատարվածում։ Այսինքն՝ ի՞նքն է իրեն նետել ցած։ «Այո, բայց ես ամեն դեպքում օբյեկտիվ քննության կողմ եմ»։ Չե՞ք կարծում, որ շատ է ձգվում օբյեկտիվ քննությունը, մինչ օրս մեղադրյալ չկա։ «Ոչ, պետք է սպասել, տեսնենք, թե ինչ են անում, հետո ես կխոսեմ։ Հո չե՞ն վերցնելու մի անմեղ մարդու, մի ընտանիքի հոր մեղադրեն»։ Հարցին, թե ինչու են մարդիկ հաճախ «թռիչքներ» կատարում քննչականների պատուհաններից, նա չցանկացավ անդրադառնալ։
Հիշեցնենք․ ապրիլի 27-ին ՔԿ-ն հաղորդել էր, որ Պողոսյանը ցատկել է մարզային քննչական վարչության շենքի երրորդ հարկի միջանցքի լուսամուտից եւ մահացել։ Նրան մեղադրում էին մարիխուանա շրջանառելու մեջ։ Քննչականի բակը դեպքից հետո արագ լվացել էին, արյունը մաքրել։ Սամվել Միրզոյանին հարցրինք, թե արդյոք միջանցքում չե՞ն եղել տեսախցիկներ, որոնք կարող էին ֆիքսել միջադեպը։ «Ոչ, այդտեղ տեսախցիկներ չկան։ Բայց ես չեմ կարող տվյալներ հրապարակել։ Նախաքննություն է, կավարտվի, կխոսենք»,- ասաց նա։ Փաստաբանը նաեւ հայտնեց, որ Միսակ Պողոսյանի վերաբերյալ քննվող քրեական գործը` թմրանյութերի շրջանառության հետ կապված, փակվել է։
Ինչպես հայտնի է, սա միակ դեպքը չէ վերջին ամիսներին, երբ քննչականի պատուհանից մարդ է ցած նետվում` ուղեկցողներին «ֆռռացնելով»։ Դեկտեմբերի 12-ին 19-ամյա ՌԴ քաղաքացի Յուլիա Մաքսիմովսկայան, ով Երեւանի փողոցներում խուլիգանական վարքով էր աչքի ընկել, ցած նետվեց Էրեբունի եւ Նուբարաշեն վարչական շրջանների քննչական բաժնի զուգարանի պատուհանից, մինչ ուղեկցողը միջանցքում նրան էր սպասում։ Հուլիսի 20-ին էլ մեկ այլ ՌԴ քաղաքացի, ինչպես պնդում է քննչականը, ընկավ եւ մահացավ ՔԿ տնտեսական հանցագործությունների եւ մաքսանենգությունների քննության գլխավոր վարչության շենքի պատուհանից։ Հաղորդեցին, որ «թռիչքի» պահին նա ձեռնաշղթաներով է եղել։
