«Փաստ» օրաթերթը գրում է

Օրերս մենք հրապարակել էինք տեղեկություն այն մասին, որ Սահմանադրության փոփոխությունների հանձնաժողովը փաստացի ավարտել է աշխատանքները և նախագիծն ուղարկել Վենետիկ։ Հղում անելով մեր աղբյուրին՝ հավելել էինք նաև, որ Վենետիկի հանձնաժողովը ներկայացրել է իր նախնական կարծիքը (առայժմ՝ ոչ պաշտոնական մակարդակով), և այն եղել է սպասվածից չափազանց կոշտ։

«Փաստ» թերթի հետ զրույցում արդարադատության նախարարի մամուլի քարտուղար Մարիամ Մելքումյանը նշեց, որ ներկայում Սահմանադրական բարեփոխումների խորհուրդը և մասնագիտական հանձնաժողովը դեռևս գտնվում են հայեցակարգային առանձին ուղղությունների շրջանակներում ներկայացվող վերլուծությունները քննարկելու և Սահմանադրության փոփոխությունների հայեցակարգի նախագծի մշակման փուլում: «Այսինքն՝ ներկա փուլում Սահմանադրության փոփոխությունների նախագիծը դեռևս չի մշակվել, հետևաբար այն չէր կարող ներկայացվել Վենետիկի հանձնաժողովին»,-ասաց Մելքումյանը:

ԱՆ մամուլի քարտուղարը նաև հավելեց. «2022 թվականի ընթացքում Սահմանադրական բարեփոխումների խորհուրդը գումարել է 13 նիստ, որից 10-ը՝ մասնագիտական հանձնաժողովի հետ համատեղ: Նիստերն առավելապես ընթացել են ուղիղ հեռարձակմամբ, և հանրությունը հնարավորություն է ունեցել հետևելու Սահմանադրական բարեփոխումների խորհրդի և մասնագիտական հանձնաժողովի աշխատանքների ընթացքին: Սահմանադրական բարեփոխումների խորհրդի կողմից 2022 թվականի ընթացքում որոշումներ են կայացվել պետության կառավարման ձևի, նախագահի լիազորությունների շրջանակի և գործող Սահմանադրության սահմանադրական կարգի հիմունքների որոշ դրույթներում փոփոխություններ կատարելու հարցերի վերաբերյալ:

2023 թվականի փետրվարի 3-ին Սահմանադրական բարեփոխումների խորհուրդը ընդունել է որոշում Սահմանադրական բարեփոխումների մասնագիտական նոր հանձնաժողովը ձևավորելու և անհատական կազմը հաստատելու մասին: 2023 թվականի ընթացքում խորհրդի կողմից դեռևս քննարկվել են Սահմանադրությամբ նախատեսված տնտեսական կարգի հիմքը «սոցիալական շուկայական տնտեսություն»-ից «շուկայական տնտեսության» փոխարինելու, Սահմանադրության 2-րդ և 3-րդ գլուխների տարանջատումը վերացնելու և Սահմանադրությամբ պետական և, հատկապես, ինքնավար մարմինների ստեղծման հնարավորության և դրանց կարգավիճակի վերանայման վերաբերյալ առաջարկները»։
