Ռուբեն Վարդանյանի պատվերով միջազգային մասնագետները պարզել են Արցախին հասցված վնասները

Արցախի կառավարության և նախկին պետնախարար Ռուբեն Վարդանյանի պատվերով հանրային ֆինանսների կառավարման միջազգային խորհրդատու Վարդան Արամյանի գլխավորած տնտեսագետների մասնագիտական խումբը անհատույց զեկույց է պատրաստել, արձանագրել, որ Ադրբեջանի կողմից Արցախի շրջափակումը մեծ վնասներ է պատճառում Արցախի Հանրապետության տնտեսությանը:
Ընդհանուր ֆինանսատնտեսական կորուստները կազմում են օրական առնվազն 753 մլն դրամ (1.9 մլն ԱՄՆ դոլար)։ Ստեփանակերտի «Մեր սարերը» կենտրոնում մասնագիտական խմբի ղեկավար Վարդան Արամյանը և «Մենք են մեր սարերը» տարածքային զարգացման գործակալության Արցախի նախագծերի ղեկավար Գրիգորի Մարտիրոսյանը զեկույցը ներկայացրել են մասնագիտական հանրությանը:
Փաստաթուղթը միջազգայնորեն ընդունված մեթոդաբանությամբ մասնագիտորեն վերլուծում և գնահատում է, թե շրջափակման հետևանքով որ ոլորտներում և ինչ ծավալի կորուստներ է կրում Արցախը: Զեկույցը թարգմանվել է նաև անգլերեն և ռուսերեն՝ միջազգային հանրությանը և շահագրգիռ այլ կառույցների ու կազմակերպությունների տրամադրելու համար՝ ցույց տալով, թե Ադրբեջանի գործողությունները ինչպիսի ծանր հետևանքներ են հասցնում Արցախի տնտեսությանը:
«ՀՆԱ-ի կորուստների, սոցիալական լրացուցիչ ծախսերի և բյուջեի հարկերի կորուստների գնահատականները թույլ են տալիս համապարփակ պատկերացում կազմել շրջափակման սոցիալ-տնտեսական հետևանքների և ստեղծված ճգնաժամի պայմաններում ֆինանսական կորուստների վերաբերյալ։ Արցախի կորուստները գնահատվում են օրական առնվազն 753 մլն դրամ (1.9 մլն ԱՄՆ դոլար)։ Ընդ որում, որքան երկար տևի շրջափակումը, այնքան նշյալ ցուցանիշներն աճելու են, քանի որ շրջափակման յուրաքանչյուր լրացուցիչ օր ավելի մեծ վնաս է հասցնում Արցախի տնտեսական պոտենցիալին, հետևապես և՝ գնահատված ծախսերին, և դրանց մուլտիպլիկատիվ էֆեկտներին ավելանում են ՀՆԱ պոտենցիալի վերականգնման ծախսերը»,- ասվում է զեկույցում:
Տնտեսագետների թիմը գնահատումները կատարել է չորս մոտեցումներով՝ կիրառելով տարբեր գործիքակազմ։ Նախկին պետնախարարի այս նախաձեռնությունը չափազանց ուշագրավ է, այն թույլ է տալիս իրական պատկերացում կազմել շրջափակման տնտեսական հետևանքների մասին, համապատասխան միջոցներ ձեռնարկել Արցախը վերականգնելու համար։ Թերևս, նման մի հետազոտություն էլ Հայաստանին է պետք, որտեղ իշխանություն են դիլետանտները, որոնք տնտեսությունից ընդհանրապես գլուխ չեն հանում։
