Ռուբեն Վարդանյանի նոր նախաձեռնությունը

Արցախի նախկին պետնախարար, գործարար Ռուբեն Վարդանյանի նախաձեռնությամբ Ստեփանակերտում բացվել է «Մեր սարերը» կենտրոնը, որը դառնալու է քննարկումների, բանավեճերի, նոր գաղափարների ու ծրագրերի ներկայացման վայր։ Կենտրոնում տեղի են ունեցել առաջին քննարկումները, ներկայացվել է հաղորդակցության այլընտրանքային համակարգի ներդրման նոր ծրագիրը։
Բնավ զարմանալի չէ, որ հենց առաջին հարցը եղել է հաղորդակցության այլընտրանքային համակարգը։ Ով, ով՝ Ռուբեն Վարդանյանը հրաշալի հասկանում է, որ 21-րդ դարում կապը կենսական կարևորություն է, իսկ շրջափակման պայմաններում արցախցիները զրկված են այդ ռեսուրսներից, որակյալ կապից։
Գործակալության Արցախի նախագծերի ղեկավարը նախկին պետնախարար Գրիգորի Մարտիրոսյանն է։ «Նպատակ է ունենալ այնպիսի համակարգ, որ նույնիսկ ինտերնետային շրջափակման պայմաններում Արցախի բնակիչների համար հաղորդակցության այլընտրանքային և հուսալի միջոց կդառնա։Ծրագրի իրականացման արդյունքում ակնկալում ենք, որ կապի բոլորովին նոր հնարավորություններ կստեղծվեն Արցախի համար»,- ասել է Գրիգորի Մարտիրոսյանը։
Ռուբեն Վարդանյանն իր խոսքում նշել է, թե «Մեր սարերը» կենտրոնը դառնալու է քննարկումների, բանավեճերի , նոր գաղափարների ու ծրագրերի ներկայացման հասարակական, մշակութային, կրթական տարբեր միջոցառումների կազմակերպման ու անցկացման հարթակ։ Քննարկումները հիմնականում երկու ուղղություն են ընդգրկելու՝ փորձագիտական, ռազմավարական վերլուծություններ և իրականացվող ծրագրերի ընթացքի ու արդյունքների վերաբերյալ հաշվետվություններ։ «Այս ճգնաժամի պայմաններում կարևոր է ունենալ մի վայր, որը հնարավորություն կտա համագործակցել, մեխանիզմ գործարկել մասնավոր և պետական հատվածների միջև։ Վստահ եմ՝ թե՛ ներսում, թե՛ դրսում միասնականությունը միակ ճանապարհն է, որը թույլ կտա հաղթահարել այս մարտահրավերները»,-արձանագրել է Ռուբեն Վարդանյանը։
Նախկին պետնախարարի այս գործունեությունը վկայում է, որ Ռուբեն Վարդանյանը բավականին լավ է պատկերացնում խնդիրներն Արցախում, ի տարբերություն փաշինյանական վարչախմբի և Արցախում նրանց կամակատար Արայիկ Հարությունյանի և այլ քաղաքական ուժերի։
Պետնախարարը շատ կարճ ժամանակահատվածում կարողացել է գույքագրել Արցախի խնդիրները և փորձել մեթոդներ մշակել արցախի բնակչության կենսապահովումը իրականացնելու համար։ Դա անում էր թե՛ պետնախարար եղած ժամանակ և թե՛ այժմ, երբ Ադրբեջանի բուռն պահանջների արդյունքում Արայիկ Հարությունյանը նրան ազատեց պետնախարարի պաշտոնից։ Ամեն դեպքում, փաստն այն է, որ թե՛ մասնավոր և թե՛ պետական ոլորտներում էլ Ռուբեն Վարդանյանի գործունեությունն ուղղված է ի շահ Արցախի և արցախցու։
