Մեկդ սրանց հուշեք, որ թուրք-ադրբեջանական տանդեմի հետ բանակցային սեղանի շուրջ նստելուց և խաղաղության պայմանագրի կետերը նայելուց առաջ կարդան Ռուբեն Սաֆրաստյանի «Պայքար Հայաստանի Հանրապետության դեմ» գիրքը և դրանց պատմությունը, և Թուրքիայի Հանրապետության հիմնադիր՝ Մուստաֆա Քեմալ Աթաթուրքի թեզերը:

Ներկայումս խիստ անհրաժեշտ է հայկական բանակի զորացրումը և զինամթերքի առգրավումը` դրանով իսկ կանխելով նրանց ռազմական կառուցվածքի վերականգնումը։Երկաթուղիները պահպանելու և մահմեդական բնակչության իրավունքները պաշտպանելու պատրվակով, անհրաժեշտ է Հայաստանի ողջ տարածքում հաստատել մեր ռազմական վերահսկողությունը և այդպիսով վերահսկել նաև Թուրքիան Ադրբեջանը հետ կապող բոլոր ճանապարհները։Վերոնշյալ նպատակին պետք է հասնել թաքնված և փափուկ ձևով, ինչպես խաղաղության պայմանագրի տեքստում, այնպես էլ դրանից բխող գործողություններում։Պայմանն այն է, որ այն հայության աչքում միշտ ներկայացվի որպես խաղաղ»:
