Ժողովրդից թալանած գումարներն Առողջապահության նախարարությունը հրաժարվում է վերադարձնել. Արեգնազ Մանուկյան
POLITICSԱԺ «Հայաստան» խմբակցության պատգամավոր Արեգնազ Մանուկյանը գրառում է կատարել` կցելով լուսանկարներ. «Ժողովրդից թալանած գումարներն Առողջապահության նախարարությունը հրաժարվում է վերադարձնել
2021թ․ դեկտեմբերի 23-ին Սահմանադրական դատարանի կայացրած հայտնի որոշումից անմիջապես հետո, որով հակասահմանադրական և անվավեր ճանաչվեց աշխատող քաղաքացիների՝ իրենց հաշվին ՊՇՌ թեստ հանձնելու առողջապահության նախարարի որոշման դրույթը, հարցում էի ուղարկել ՀՀ առողջապահության նախարարություն։ Հետաքրքրվել էի՝
1․ ՀՀ ԱՆ 2021թ․ օգոստոսի 20-ի N 65-Ն հրամանից հետո քանի՞ քաղաքացի է ՊՇՌ թեստ հանձնել։
2․ Այդ հրամանից հետո ՊՇՌ թեստ հանձնածներից քանի՞սն են աշխատող քաղաքացիներ։
3․ Այդ հրամանից հետո ՊՇՌ թեստ հանձնածներից քանի՞սն են երկու կամ ավելի անգամ հանձնել այդ թեստերը։
4․ Այդ հրամանից հետո քաղաքացիները ընդհանուր առմամբ որքա՞ն գումար են վճարել ՊՇՌ թեստերի համար։ Նրանց ո՞ր մասն են կազմում աշխատող քաղաքացիները և ընդհանուր առմամբ որքա՞ն գումար են նրանք վճարել ՊՇՌ թեստերի համար։
5․ Որտե՞ղ են ուղղվել ՊՇՌ թեստերի համար քաղաքացիների վճարած գումարները։
6․ Սահմանադրական դատարանի՝ 2021թ․ դեկտեմբերի 23-ի որոշումից հետո ի՞նչ միջոցներ է ձեռնարկում առողջապահության նախարարությունը իրենց հաշվին ՊՇՌ թեստ հանձնած աշխատող քաղաքացիների վճարած գումարները նրանց վերադարձնելու ուղղությամբ։
Ստացել եմ առողջապահության նախարար Անահիտ Ավանեսյանի պատասխանը։ Եթե հակիրճ ձևակերպեմ, ապա դրա բովանդակությունն է՝ հպարտ քաղաքացիները մեզ վրա թող հույս չդնեն։
Պատասխանում մասնավորապես նշված է, որ ԱՆ հրամանն ուժի մեջ մտնելուց հետո ընդհանուր առմամբ թեստավորվել է 822247 անձ, սակայն Առողջապահության նախարարությունը տեղեկատվություն չի հավաքագրում, թե նրանցից քանի՞սն են կոնկրետ ՊՇՌ թեստ հանձնածները կամ քանի՞սն են աշխատող քաղաքացիներ։
Առողջապահության նախարարությունը նաև չի տիրապետում թեստավորման համար վճարված գումարների վերաբերյալ տեղեկատվությանը:
Իսկ ՊՇՌ թեստ հանձնած քաղաքացիների կողմից հետազոտության համար վճարված գումարները վերադարձնելուց ԱՆ-ն պարզապես հրաժարվում է։
Մի խոսքով՝ հարգելի հպարտ քաղաքացինե՛ր, այս իշխանությունների համար դուք ինչպես որ տուգանքի ու թալանի մատերիալ եղել եք, այնպես էլ շարունակելու եք մնալ։ Իսկ եթե ձեզ չի լինում թալանել, ապա աչքը տնկում են ձեր բարեկամի գրպանի վրա (թե բա՝ թող ՊՇՌ թեստի գումարը ձեր բարեկամը վճարի)։ Կարևորը՝ փող մտնի բյուջե, որ իրենք իրենց համար կարողանան մի քանի հարյուր հազար դոլարանոց պադավատներ գնել ու կոռուպցիոն կասկածելի սխեմաներով՝ իրենց հարազատներին ասֆալտի տենդերներ հատկացնել»։
