«Ժողովուրդ»․ Իշխող ուժն անտեսում է ՀՀ Սահմանադրությունը

«Երկար փնտրտուքներից հետո իշխող «Քաղաքացիական պայմանագիր» կուսակցությունը վերջապես Մարդու իրավունքների պաշտպանի թեկնածու է գտել։ Իշխանությունը, «ժողովուրդ» օրաթերթի ունեցած հավաստի տեղեկություններով, սեփական քիմքին հարիր օմբուդսմեն ունենալու համար երկար է աջուձախ ընկել։ Մի քանի թեկնածուի, այդ թվում՝ «Լուսավոր Հայաստան» կուսակցության առաջնորդ Էդմոն Մարուքյանի թեկնածությունը դիտարկելուց հետո՝ երեկ, հայտնի դարձավ, որ իշխանականները վերջապես գտել են ապագա ՄԻՊ-ին։ Նա արդարադատության փոխնախարար Քրիստինե Գրիգորյանն է՝ Պետեկամուտների կոմիտեի նախագահ, արդարադատության նախկին նախարար Ռուստամ Բադասյանի մտերիմը, ում միջոցով էլ հայտնվել էր նախարարությունում։

Մարդու իրավունքների գործող պաշտպան Արման Թաթոյանին իշխանությունները հատկապես 44-օրյա պատերազմից հետո տեսնել անգամ չեն ուզում, ու դա սոսկ այն պատճառով, որ նա ճիշտ ու երբեմն ցավոտ արձանագրում-հայտարարություններով է հանդես գալիս։ Թաթոյանին ասպարեզից հանելու մասին իշխանությունն Անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանի շուրթերով առաջին անգամ հայտարարեց։ «Թաթոյանին մի քանի ամիս է մնացել»․ ԱԽՔ-ի հայտարարությունից հետո, իրար հերթ չտալով՝ ՄԻՊ-ին քննադատել սկսեցին նաեւ ՔՊ-ական պատգամավորները։ Թաթոյանի պաշտոնավարման ժամկետը ֆիքսված է ՀՀ մայր օրենքում, եւ այլևս նա չի կարող առաջադրվել: Իսկ կարո՞ղ է արդյոք երիտասարդ փոխնախարարուհին հավակնել համայն հայության իրավունքների պաշտպանը դառնալ:

ՀՀ Սահմանադրության 192-րդ հոդվածի 2-րդ կետը սահմանում է․ «Մարդու իրավունքների պաշտպան կարող է ընտրվել բարձրագույն կրթություն ունեցող, պատգամավորին ներկայացվող պահանջներին համապատասխանող, հասարակության մեջ բարձր հեղինակություն վայելող յուրաքանչյուր ոք»։ Թե ինչքանով է Քրիստինե Գրիգորյանը հայտնի հասարակության համար ու ինչ հեղինակություն է վայելում մեր հայրենակիցների շրջանում, թողնում ենք ընթերցողի դատին։ Պարզ է, սակայն, որ նրան, բացի նախարարության աշխատակիցներից (այն էլ՝ գուցե ոչ բոլոր), ազգականներից, ընկերներից ու ՔՊ-ականների շատ քիչ հատվածից, ուրիշ ոչ ոք չի ճանաչում։ Հետեւաբար հարց է՝ ինչպես է ՔՊ-ն նրա թեկնածությունն ԱԺ-ում ներկայացնելիս արդարացումներ գտնելու, թե հանրային ընկալում ունեցող դեմք է։

Ինչպես երևում է, իշխող ՔՊ-ն երկրի մայր օրենքն անտեսում է, և գոնե ամիսներ առաջ, երբ արդեն հայտնի էր, որ 2022-ի փետրվարին լրանալու է Թաթոյանի պաշտոնավարման ժամկետը, որևէ թեկնածուի ընտրեր (անգամ հենց Գրիգորյանին), նրա PR-ով զբաղվեր, ներկայացներ հանրությանը, կարճ ասած՝ պատրաստեր օմբուդսմենի պաշտոնի համար, ոչինչ չի արել, քանի որ ո՛չ հանրությունն է հետաքրքրում ՔՊ-ին, ո՛չ էլ, առավել ևս, Սահմանադրությունը»,-գրում է թերթը:
