Պատկերացում չունենք, թե քաղաքական քարտեզն իրենից ինչ է ներկայացնում․ Ստեփան Դանիելյան
POLITICSՔաղաքագետ Ստեփան Դանիելյանի գրառումը․ «Մեր հիմնական խնդիրն այն էր, որ չունեինք (հիմա էլ չունենք) պատկերացում, թե քաղաքական քարտեզն իրենից ինչ է ներկայացնում: Ճնշող մեծամասնությանը թվում է, թե երկրները պատահական կերպով են առաջանում ու վերանում, այնինչ եթե քարտեզին ուշադիր դիտեք, կտեսնենք, որ շատ երկրների սահմանների մի մասը քանոնով է գծած, և շատ երկրներ, անգամ խոշոր, ինչ-որ ֆունկցիա են կատարում:
Օրինակ, այսօրվա Թուրքիայի նման մեծ երկիրն իր գոյության համար պարտական է Ռուսաստանի ու Եվրոպայի մրցակցությանը, երբ Բրիտանիան ու Ֆրանսիան էին ցանկանում վերացնել Թուրքիան, ապա Ռուսաստանն էր Թուրքիաին փրկում, և հակառակը: Պատճառը պարզ էր, Ռուսաստանին ձեռնտու էր, որ Թուրքիան վերահսկի Բոսֆորն ու Դարդանելը, քան Բրիտանիան և հակառակը, երբ Ռուսաստանն էր փորձում գրավել Թուրքիան, ապա Բրիտանիան էր փրկում Թուրքիան, որպեսզի Ռուսաստանը դուրս չգա Միջերկրական ծով: Այսինքն՝ Թուրքիան բուֆերի դեր էր կատարում: Նույնը այսօրվա Աֆղանստանի մասին կարելի է ասել, որը խայտաբղետ արհեստական պետություն է, որի աշխարհաքաղաքական ֆունկցիան Ռուսաստանի ու Բրիտանական Հնդկաստանի միջև բուֆեր լինելն էր:
Նույնը հիմա է կատարում, Ուկրաինայից են բուֆեր սարքել, որ Ռուսաստանը չկարողանա մեծ ազդեցություն ունենալ Եվրոպայի վրա, Ռուսաստանի ու Չինաստանի միջև բուֆերի դեր է կատարում Մոնղոլիան, հակառակ դեպքում մի քանի միլիոն մոնղոլները նման ահռելի տարածք չէին կարող ունենալ և այն էլ դա վերահսկել:
Նման օրինակներ կարելի է շատ բերել: Նույնը կատարվել է Հայաստանի ու Վրաստանի հետ, 1828-ին հայաբնակ տարածքը Ռուսաստանին պետք էր Թուրքիայի ու Ռուսաստանի մուսուլմանների միջև քրիստոնեական բուֆեր ստեղծելու համար ու այդ ժամանակ, մոտ 20% հայերով բնակեցված ներկայիս Հայաստանի տարածք Ռուսաստանը հայերով էր վերաբնակեցնում նաև Վրաստանում, որտեղ, այդ ժամանակ, վրացիների դեֆիցիտի պատճառով նույնպես հայեր էր վերաբնակեցնում (17-րդ դարում Շահ Աբասը ներկայիս Հայաստանի տարածքը դատարկել էր հայերից):
Դրանից առաջ, արդեն 16-րդ դարից սկսած, թյուրքերի ստեղծած Սեֆեվիդների Պարսկաստանից օսմանցիներին պաշտպանելու համար օսմանցիները քրդերով էին վերաբնակեցնում այդ երկու երկրների միջև տարածքները, շիա թյուրքերին շիա Պարսկաստանին մոտ տարածքներից նրանց վտարելով, երբեմն ֆիզիկապես վերացնելով:
Հիմա մենք տեսնում ենք, որ ոչ թե Ամերիկան ու Եվրոպան են իրենց զորքերը մոտեցրել Սյունիքին, այլ Իրանը, որովհետև Սյունիքը, որպես բուֆեր, իրենց համար է կենսական:
Ասելս ինչ է՝ քարտեզին նայեք, գտեք Հայաստանի հնարավոր աշխարհքաղաքական դերը, դրա վրա կառուցված աշխարաքաղաքական փասիանսից ելնելով՝ մտեք համապատասխան կոալիցիա, հակառալ դեպքում, երբ կոնկրետ երկիրն իր դերը չի կատարում, պարզապես գլխին են տալիս, ու մի կողմ դրեք մարդու իրավունքներ, լիբերալիզմ, կոմունիզմ ու նմանատիպ բաները, որոնք կարևոր են երկրի ներսում ու բացարձակապես կապ չունեն աշխարհաքաղաքական շահերի հետ»:
