Ի տարբերություն ներկա իրավիճակի, երբ Էրդողանն արդեն բացահայտ է պայմաններ թելադրում, մի առանձնակի ախորժակով ավելացնելով նաև Մեղրու միջանցքի հարցը, այն տարիներին այդ երկու նախապայմաններն էրդողանը առաջադրում էր չափազանց զգուշավոր, քողարկված խմբագրական հնարքներով։ Այս մասին ֆեյսբուքյան իր էջում գրել է արդարադատության նախկին նախարար Գեւորգ Դանիելյանը:

«Անկախության տոնի նախաշեմին անդրադառնամ «Հայ֊թուրքական» արձանագրությունների էպոպեայի որոշ դրվագների, որոնց մասին շատ քչերն են տեղյակ։ Հավանաբար, շատերն ուշադրություն չեն դարձրել, որ արձանագրությունների ստորագրման արարարողությանը ներկա էին գերտերությունների բազմաթիվ պատասխանատու դեմքեր, սակայն այդպես էլ որևէ մեկը, այդ թվում՝ երկու պետությունների նախարարները՝ Նալբանդյանը և Դավիթօղլին, շեղվելով ընդունված արարողակարգից, ելույթներ չունեցան։ Դավիթօղլին իր ելույթում փորձելու էր արձանագրությունները նենգափոխել և փոխկապակցել դրանք Հայ դատը յուրովի չեզոքացնելու (պատմաբաններից բաղկացած հաշտատար հանձնաժողովի տեսքով) և Արցախը ադրբեջանի տարածքային ամբողջականության ծիրում ներկայացնելու հետ։

Դա պետք է կանխվեր և կանխվեց։

Ի տարբերություն ներկա իրավիճակի, երբ Էրդողանն արդեն բացահայտ է պայմաններ թելադրում, մի առանձնակի ախորժակով ավելացնելով նաև Մեղրու միջանցքի հարցը, այն տարիներին այդ երկու նախապայմաններն էրդողանը առաջադրում էր չափազանց զգուշավոր, քողարկված խմբագրական հնարքներով։

Այս ասպեկտով ՍԴ֊ն գտնվեց իր բարձրության վրա, քանզի արձանագրությունները, Սահմանադրությանը համապատասխանող ճանաչեց՝ միայն վերը նշված երկու նախադրյալների բացառման առնչությամբ իմպերատիվ իրավական դիրքորոշում հայտնելով, այսինքն՝ կնքվում են, առանց որևէ նախապայմանի, առանց որևէ կանխորոշումների։

Մեր ծափերն ու պարսավանքը միշտ չէ, որ ճիշտ ընտրված հասցեատերեր ունեն, և հիշյալ դրվագը բացառություն չէր. որոշումն ընթերցելուց հետո գրեթե բոլորը, իներցիայի ազդեցությամբ միահամուռ գոչում էին՝ «ամոթ»։ Մինչդեռ՝ թուրքերը ավելի ուշադիր էին կարդացել ՍԴ որոշումը և, ըստ այդմ էլ, անհապաղ սառեցրին արձանագրությունների վավերացման ողջ գործընթացը, ինչն նրանց խիստ խոցելի դարձրեց միջազգային հանրության առջև, իրենք ընկան իրենց փորած փոսը։

Բնական է, որ այդ ձախողումից հետո թուրքերը չէին հանգստանալու, իսկ պատմաբաններից բաղկացած հաշտարար հանձնաժողովի գաղափարը, ցավոք, որոշ հայ «մասնագետների» անչափ գրավիչ թվաց, ինչն էլ կենսունակ դարձրեց դրա տարաբնույթ դրսևորումները, ընդհուպ՝ իբր թե համատեղ դասագրքային չափորոշիչների մշակումը և այլն։ Դե իսկ դրանց մասին մանրամասն արդեն գիտեն և, ցավոք, դրանց հետ անմիջականորեն արդեն բախվում են բոլորը։

Հ.Գ. 30 տարի առաջ շարժումը հաջողեց, քանի որ առանցքում Արցախի խնդիրն էր, մարդիկ հանդես էին գալիս, անգամ վանկարկելով՝ «Ленин, партия, Горбачов», իսկ անկախության ձգտումն ընկալվեց, որպես այդ նույն խնդրի լուծման հենասյուն, ոչ թե սոսկ ինքնուրույն գաղափար ....», գրել է Դանիելյանը:
