«Մամուլում գրեթե ամեն օր նոր տեղեկություններ են հրապարակվում տարբեր երկրներում նոր դեսպանների նշանակման մասին։ Հրապարակվող անուններից ամեն հաջորդը նախորդից ավելի խայտառակ է ու ծիծաղելի։ Մինչ հասարակությունը հասցրեց տարակուսել դիվանագիտության հետ որևէ օրգանական կապ չունեցող Լիլիթ Մակունցին ԱՄՆ-ում դեսպան նշանակելու լուրի կապակցությամբ, հայտնի դարձավ, որ Նիկոլ Փաշինյանն արդեն Մեծ Բրիտանիայում ցանկանում է դեսպան նշանակել պատգամավոր Անուշ Բեղլոյանին։

Այսպիսով, մեկը, ով անգամ լրագրողների հետ զրույցում չի կարողանում ներկայացնել սեփական անձը, ապագայում պետք է ներկայացնի Հայաստանը՝ ոչ ավել, ոչ պակաս, Մեծ Բրիտանիայում։

Իսկ Հայկ Մարությանին Չեխիայում դեսպան նշանակելու մասին տեղեկություններն արդեն Նիկոլ Փաշինյանի սիրելի «Կարգին Հաղորդումների» շարքից են․ դեսպանի նշանակման հիմքում, փաստորեն, դրվելու է թեկնածուի կնոջ ազգությունը։ Հայկ Մարությանի բախտը բերել է, որ կինը պատահաբար ծագումով Պապուա Նոր Գվինեայից չէ։

Այս տեղեկությունները, իհարկե, ծիծաղաշարժ լինելով՝ հավասարաչափ ողբերգական են։ Եվ խնդիրը նոր դեսպանների անձը չէ։ Ավելին, հնարավոր է, քննարկվող թեկնածությունները փոխվեն, և ասենք՝ Անուշ Բեղլոյանի փոխարեն՝ դեսպան նշանակվի Հովիկ Աղազարյանը, կամ Հայկ Մարությանին փոխարինի որևէ «լուլու»։ Դրանից, վստահաբար, ոչինչ չի փոխվելու։ Որովհետև իրականում բովանդակային առումով Հայաստան պետություն այլևս գոյություն չունի։

Նոյեմբերի 9-ից հետո Հայաստանն ամբողջությամբ հանձնվել է Ռուսաստանին, որը մեծահոգաբար դեռևս թույլ է տալիս պահպանել պետության ֆորմալ ատրիբուտները, այդ թվում՝ դեսպաններին, որոնք, սակայն, այլ երկրներում չեն ներկայացնելու Հայաստանը՝ վերջինիս բովանդակային ու պետութենական գոյության բացակայության պատճառով։ Հայաստանն այլևս, որպես այդպիսին, չունի արտաքին քաղաքականություն, քանի որ միջազգային հարաբերությունների սուբյեկտից վերածվել է օբյեկտի, Հայաստանի մասին ու Հայաստանի շուրջ ցանկացած քննարկում շահագրգիռ կողմերն իրականացնում են Ռուսաստանի հետ, որն էլ, ըստ նպատակահարմարության, կարող է խորհրդակցության հրավիրել Թուրքիային։

Այս պայմաններում այլ պետություններում Հայաստանի դեսպաններն իրականում անելիք չունեն, լավագույն դեպքում նրանք կարող են կազմակերպել նույն ֆորմալության շրջանակներում իրենց Հայաստանի ղեկավար հորջորջողների ու նրանց ընտանիքի անդամների վոյաժներն այդ երկրում՝ մատուցելով բարձրաստիճան կոնսիերժի ծառայություններ, ինչով զբաղված են նաև գործող դեսպանները։

Բայց քանի որ գործողների թվում դեռևս, այդուհանդերձ, կան պրոֆեսիոնալներ, միանգամայն արդարացված որոշում է կայացվել՝ նրանց փոխարինել խեղկատակներով, որոնք աշխարհում ներկայացնելու են ոչ թե Հայաստանը, այլ Նիկոլ Փաշինյանին՝ դրանից բխող բոլոր ոչ դիվանագիտական հետևանքներով»,-գրում է թերթը:
