Որևէ քրեական գործ ուղղորդմամբ չի կարող հարուցվել. Սուրեն Պապիկյանը՝ Անի Սամսոնյանի դիտարկմանը, թե մարզում քաղաքապետի դեմ քրգործեր են հարուցվում, երբ Երևանում այդ ապօրինությունները կարող են անտեսվել
SOCIETYԱյսօր ԱԺ-ում Կառավարության 2019թ. կատարողականի մասին զեկույցի քննարկման ընթացքում «Լուսավոր Հայաստան» խմբակցության պատգամավոր Անի Սամսոնյանը, դիմելով Տարածքային զարգացման և ենթակառուցվածքների նախարարին՝ հետաքրքրվեց՝ Պապիկյանը կարո՞ղ է վստահ ասել, որ այսօրվա մարզպետները չեն վարում նույն քաղաքականությունը, ինչ նախորդ իշխանության ժամանակ պաշտոնավարած մարզպետները:
«Մարզպետները ծառայել են որպես քաղաքական միջնորդներ, որոնք ճնշումներ են գործադրել համայնքի ղեկավարների վրա, սպառնացել չտրամադրել սուբվենցիաներ, ընտրություններին ապահովել են ձայներ»,-ասաց պատգամավորը:
Պապիկյանն արձագանքեց՝ այդ քաղաքականությունը շարունակվել չի կարող: «Իմ ունեցած գործառույթների շրջանակներում հետևելն ու օգնելն է, որ ՀՀ բոլոր համայնքներում ամրագրվեն ժողովրդավարությունն ու օրենքի գերակայությունը»,-ասաց նա:
Սամսոնյանն արձագանքեց՝ մտավախություն ունի, որ միգուցե իներցիայով կամ նպատակային, այդ քաղաքականությունն այսօր շարունակվում է: «Օրինակներ ունենք, թե ինչպես են համայնքի ղեկավարների վրա մարզպետների կողմից գործադրվել ճնշումներ, օրինակ՝ Արարատի, Արմավիրի, Լոռու մարզերում, Կոտայքի մարզում, երբ քաղաքապետի դեմ քրգործեր են հարուցվում այն դեպքում, երբ Երևան քաղաքում այդ ապօրինությունները կարող են անտեսվել, կամ անտարբեր մոտեցում ցուցաբերվի դրանց նկատմամբ, որովհետև քաղաքապետը կարող է լինել յուրային: Մենք տեսնում ենք այդ խտրականությունը»,-ասաց պատգամավորը:
Պապիկյանը հակադարձեց՝ որևէ խտրական վերաբերմունք չի կարող լինել: «Եթե խոսքը վերաբերում է նրան, որ ինչ-որ համայնքապետների նկատմամբ պատվերով քրեական գործեր են հարուցվում, ես խնդրում եմ ավելի հստակ պարզաբանում, որովհետև այն, ինչ նշում եք, անընդունելի է, և նման բան լինել չի կարող: Ես պատասխանատու հայտարարում եմ, որ քրեական որևէ գործ ուղղորդմամբ հարուցվել չի կարող, դա իմ իրավասության տիրույթում չէ, իրավապահ մարմինների իրավասության տիրույթում է»,-ասաց նա՝ նշելով, թե եթե Սամսոնյանն ունի նման փաստ, թող բացահայտի:
