SOCIETYԽՍՀՄ նախկին նախագահ Միխայիլ Գորբաչովն ամերիկյան Time պարբերականում տպագրված իր հոդվածում աշխարհի բոլոր պետություններին կոչ է արել ռազմական բյուջեները 10-15%-ով կրճատելու պարտավորություն ստանձնել, քանի որ կորոնավիրուսի համավարակը պարզ ցույց է տվել, որ միջոցները ռազմական նպատակներից պետք է ուղղել մարդկանց անվտանգության ապահովման ոլորտ:
ԽՍՀՄ առաջին և միակ նախագահը գրում է, որ այժմ առաջին տեղում պետք է լինի մարդու անվտանգությունը, սննդի և ջրի մատակարարումը, շրջակա միջավայրի պահպանումը: Քաղաքական գործչի կարծիքով՝ պետք է արմատապես փոխել անվտանգության մասին պատկերացումները, որը մինչև հիմա հիմնականում ընդհանրացվում է ռազմական ոլորտի հետ:
«Սակայն բոլոր ջանքերն էլ կձախողվեն, եթե կառավարությունները շարունակեն հսկայական միջոցներ ներդնել սպառազինությունների մրցավազքում: Այսօր առավել քան պարզ է. պետք է վերաբաշխել միջոցները, ռազմական նպատակներից դրանք ուղղել նպատակների, որոնք կապված են մարդու անվտանգության հետ»,-համոզված է Գորբաչովը:
Նա խոսում է նաև «ռազմավարություն մշակելու, պատրաստվելու, ծրագրելու, պահուստներ ստեղծելու» անհրաժեշտության մասին` հանուն մարդկանց անվտանգության: Նրա կարծիքով՝ դրա համար պետք է պատասխանատվություն կրեն երկրների առաջնորդներն ու ղեկավարները բոլոր մակարդակներում:
ԽՍՀՄ նախկին առաջնորդը կրկին ուշադրություն է դարձրել այն հանգամանքին, որ համաշխարհային քաղաքականությանը, միջազգային հարաբերություններին և քաղաքական մտածողությանը հարկավոր է ապառազմականացում, և նշել է այդ հարցը ամենաբարձր միջազգային մակարդակով քննարկելու անհրաժեշտությունը:
«Հենց այդ պատճառով ես կոչ եմ արել իրավիճակը կայունանալուց հետո ՄԱԿ-ի արտակարգ նիստ հրավիրել: Խոսքը պետք է լինի համաշխարհային օրակարգի ամբողջական վերանայման մասին: Կոնկրետ ես առաջարկում եմ պետություններին պարտավորություններ ստանձնել ռազմական բյուջեները 10-15%-ով կրճատելու մասին: Դա ամենաքիչն է, որ պետք է արվի այսօր»,-գրել է Գորբաչովը:
Նա կարծում է, որ համավարակը բոլոր երկրներին նույն սպառնալիքի առաջ է կանգնեցրել, «և ոչ ոք միայնակ ի վիճակի չէ հաղթահարել այն»: Գորբաչովի գնահատականներով՝ կորոնավիրուսն ամենաուժեղը հարվածում է չունևոր խավին և խորացնում է անհավասարությունը: Միևնույն ժամանակ այս մարտահրավերի պատասխանը չի կարող «ազգային» լինել, և «որպեսզի աշխարհը համավարակից հետո իրոք փոխվի դեպի լավը, անհրաժեշտ է համաշխարհային ռազմավարություն` համաձայնեցված բոլորի ջանքերով»:
