Հայաստանը, Ռումինիան ու Հոնդուրասը. ո՞ր երկրներում է արտակարգ դրությունը զուգորդվում գրաքննությամբ
SOCIETY«Իրազեկ քաղաքացիների միավորումը» ուսումնասիրել է 13 երկրի փորձ եւ պարզել, որ դրանցից միայն 2-ի պարագայում են արտակարգ դրության մասին որոշումները ներառում գրաքննության մասին կետ։
Ինչպես հայտնի է, մարտի 16-ին Հայաստանի Հանրապետության կառավարությունը երկրում հայտարարեց արտակարգ դրություն՝ պայմանավորված Նոր կորոնավիրուսի պանդեմիկ տարածման հետ: Որոշմամբ սահմանափակվեցին մի շարք իրավունքներ, այդ թվում` խոսքի ազատությունը: Մարտի 19-ի որոշմամբ գրաքննությանը վերաբերող հատվածը որոշակիորեն փոփոխվեց:
Առայժմ չքննարկելով որոշմամբ սահմանված գրաքննության հետևանքները (այդ թվում՝ իշխանության տարածած տեղեկատվության նկատմամբ հանրային վստահության առումով), «Իրազեկ քաղաքացիների միավորումը» որոշեց ուսումնասիրել այլ երկրներում Նոր կորոնավիրուսով պայմանավորված արտակարգ դրությամբ խոսքի ազատության սահմանափակումները:
Այս պահին ուսումնասիրվել է 13 երկիր։ Այս երկրների մեծ մասում արտակարգ իրավիճակի մասին որոշումները կարգավորվում են հրամաններով, որոշումներով և իրավական ակտերով։
Ուսումնասիրված երկրներից միայն Ռումինիայի և Հոնդուրասի արտակարգ դրության մասին որոշումներն են, որ ներառում են գրաքննության մասին կետ (Հոնդուրասին անդրադարձել է նաև CPJ-ին՝ լրագրողների պաշտպանության կոմիտեն)։
Առանց որևէ գրաքննության արտակարգ դրություն է հայտարարվել ԱՄՆ-ում, Իտալիայում, Իսպանիայում, Ղազախստանում, Բուլղարիայում, Հունգարիայում, Չեխիայում, Սլովակիայում, Սերբիայում ու Մակեդոնիայում:
Իսկ Պորտուգալիայի դեպքում նույնիսկ ավելին՝ որոշմամբ հատուկ նշվում է արտակարգ դրության ժամանակ խոսքի ազատության սահմանափակման անթույլատրելիության մասին։
