Այսօր Artsakh1.am ֆեյսբուքյան էջը տեսանյութ է հրապարակել, որտեղ երեւում է, թե ինչպես է Արցախի Մարտունու քաղաքապետը ճանապարհը փակում եւ խոչընդոտում Արցախի հեղափոխական կուսակցության ներկայացուցիչների մուտքը քաղաք Մարտունի` պատճառաբանելով, որ նախագահի թեկնածու Արայիկ Հարութունյանն իր ընկերն է ու թույլ չի տալու նրա դեմ խոսել։

 

Այս միջադեպին անդրադարձել է Արցախի օմբուդսմեն Արտակ Բեգլարյանը, ով Facebook-ի իր էջում գրել է.

 

«ԱՀ Մարդու իրավունքների պաշտպանն անընդունելի է համարում Մարտունու համայնքի ղեկավարի տվյալ գործողությունները, որոնք հանգեցրել են կոնկրետ խմբի անձանց նախընտրական քարոզչության ազատ իրականացման իրավունքի եւ հավաքների ազատության խախտման:

 

Համայնքների ղեկավարները, անկախ իրենց քաղաքական ու քաղաքացիական հայացքներից, պարտավոր են իրենց լիազորությունների շրջանակներում աջակցել կամ գոնե չխանգարել մարդու իրավունքների եւ ազատությունների համաչափ ու հավասար իրացմանը բոլոր անձանց կողմից:

 

Իսկ եթե այդ իրավունքներն իրացնելիս կատարվում են օրենսդրությամբ նախատեսված իրավախախտումներ, ապա միայն այդ ժամանակ պատկան մարմինները կարող են կիրառել իրավաչափ ու համաչափ սահմանափակություններ ու պատասխանատվության միջոցներ:

 

Պաշտպանը պահանջում է բոլոր համայնքների ղեկավարներից եւ ընդհանրապես բոլոր հանրային ծառայողներից ընտրական գործընթացներում առաջնորդվել բացառապես օրենսդրությամբ եւ պաշտոնական լիազորություններն իրականացնելիս հետեւել հանրային ծառայության հիմնական սկզբունքներին, ներառյալ՝ մարդու եւ քաղաքացու իրավունքների ու ազատությունների առաջնահերթությանը, հանրային ծառայողների քաղաքական զսպվածությանը, անկողմնակալությանը եւ անձի ու նրա իրավունքների հանդեպ հարգանքին:

 

Միեւնույն ժամանակ, Պաշտպանը հորդորում է ընտրական գործընթացներում ընդգրկված բոլոր սուբյեկտներին պահպանել հանդուրժողականության ու փոխհարգանքի մթնոլորտը, զերծ մնալ անձանց արժանապատվությունը վիրավորող եւ ատելության խոսք պարունակող ցանկացած գործողություններից ու հրապարակային խոսքից: Մարդու իրավունքների մշակույթը կախված է մեզնից յուրաքանչյուրի պատասխանատու վարքից»:
