Արցախում 2019-ին հանցագործությունների թիվը նախորդ տարվա համեմատ աճել է 28.8%-ով

Արցախի Հանրապետության ոստիկանությունում այսօր կայացել է կոլեգիայի նիստ, որի ընթացքում ամփոփվել են Արցախի Հանրապետության ոստիկանության ծառայությունների և տարածքային ստորաբաժանումների «2019 թվականի օպերատիվ-ծառայողական գործունեության» արդյունքները:
Կոլեգիայի նիստը վարում էր ոստիկանության պետ, գեներալ-լեյտենանտ Լևոն Մնացականյանը:
«2019 թվականի օպերատիվ-ծառայողական գործունեության» արդյունքների ամփոփմանը ներկա էին ոստիկանության ղեկավար կազմը, ոստիկանության պետի աշխատակազմի, շտաբի, վարչությունների, բաժինների, բաժանմունքների և տարածքային ստորաբաժանումների պետերն ու տեղակալները:
Նիստի սկզբում հիմնական զեկույցով հանդես է եկել ԱՀ ոստիկանության պետի 1-ին տեղակալ, ոստիկանության գեներալ-մայոր Անդրանիկ Հակոբյանը:
Նա իր ելույթում նշեց, որ ոստիկանությունը 2019 թվականին համապատասխան աշխատանքներ է իրականացրել հանցավորության դեմ պայքարի ուղղությամբ, ինչի արդյունքում անցած տարվա ընթացքում հանրապետությունում լիովին վերահսկվել է օպերատիվ իրավիճակն ու պահպանվել կայուն հասարակական կարգուկանոն:
2019 թվականին հանրապետությունում գրանցված հանցագործությունների ընդհանուր թիվը նախորդ տարվա համեմատ աճել է 28.8%-ով կամ 213 դեպքով, որը հիմնականում պայմանավորված է մարդու, սեփականության, պետական իշխանության, ծառայության և կառավարման կարգի դեմ ուղղված հանցագործությունների թվի աճով: Հանցագործությունների աճ է գրանցվել մայրաքաղաքում և հանրապետության 6 շրջաններում, նվազել է միայն Մարտունու շրջանում:
Հանցավորության կառուցվածքում աճել է մարդու, սեփականության և պետական իշխանության, ծառայության և կառավարման կարգի, նվազել` հասարակական անվտանգության, հասարակական կարգի և բնակչության առողջության, տնտեսական գործունեության ու շրջակա միջավայրի անվտանգության դեմ ուղղված հանցագործությունների տեսակարար կշիռները:
Հիմնական զեկույցից հետո ելույթներով հանդես եկան քրեական հետախուզության վարչության պետը, ճանապարհային ոստիկանութայն պետը, տնտեսական և պաշտոնեական հանցագործությունների դեմ պայքարի բաժնի պետը, հասարակական կարգի ապահովման բաժնի պետը, Ստեփանակերտ քաղաքի վարչության պետը, Հադրութի, Քաշաթաղի ու Շահումյանի շրջանային բաժնի պետերը:
Ելույթներից հետո կոլեգիայի որոշման նախագիծը ներկայացրել է ԱՀ ոստիկանության պետի տեղակալ-շտաբի պետ, ոստիկանության գեներալ-մայոր Բորիս Ենգիբարյանը:
Ոստիկանության պետ, գեներալ-լեյտենանտ Լևոն Մնացականյանը հակիրճ անդրադարձել է ներկայացված ելույթներին, անդրադարձել ոստիկանության բոլոր ստորաբաժանումների և ծառայությունների նախորդ տարվա գործունեությանը, մատնանշել է թերություններն ու բացթողումները և կոնկրետ հանձնարարականներ տվել 2020 թվականին դրանք վերացնելու ուղղությամբ և հույս հայտնել, որ 2020 թվականին ոստիկանության ստորաբաժանումները կշարունակեն հետևողական աշխատանքներ իրականացնել հանցավորության դեմ պայքարն առավել արդյունավետ կազմակերպելու, կատարողական և ծառայողական կարգապահությունն ամրապնդելու ուղղությամբ։
