Ազգային ժողովը դեռ չի ավարտել 2016 թվականի պետական բյուջեի նախագծի քննարկումը: Հաջորդ տարի նախատեսվում է ունենալ 2,2 տոկոս տնտեսական աճ:

Այդ թվերի իրատեսական լինելու և այլ հարցերի շուրջ Past.am-ը զրուցել է տնտեսագետ Զոյա Թադևոսյանի հետ:

Ըստ տիկին Թադևոսյանի՝ եթե բյուջեում հսկայական է եկամուտների ու ծախսերի խզումը և եկամուտները պետք է պակասեն 8 մլրդ դրամով, ապա դա արդեն նշանակում է տնտեսական իրավիճակի վատթարացում:

«Բյուջեի եկամուտների զգալի մասը ձևավորվում է հարկերից, իսկ հարկերն էլ ստանում են տարբեր ձեռնարկություններից, նաև փոքր ու միջին բիզնեսից, ֆիզիկական անձինք էլ են հարկեր վճարում: Եթե հարկերի գանձման բազան փոքրանում է, նշանակում է, որ տնտեսական իրավիճակը վատթարացել է: Տնտեսական աճի կանխատեսումն այս պարագայում բավականին դժվար է, այն էլ 2,2 տոկոս, քանի որ Հայաստանի համար երկրաչափական պրոգրեսիայով նվազում են տնտեսական աճի հնարավորությունները: Հետևաբար, կարծում եմ, որ դա իրատեսական չէ: Այստեղ իր գործն անում է նաև համաշխարհային տնտեսական ճգնաժամը, որն այդպես էլ չի ուզում «մարտադաշտը» լքել»,- նշեց տնտեսագետը:

Զոյա Թադևոսյանի խոսքով՝ մենք չունենք հնարավորություններ, որպեսզի աճ ապահովենք: Տիկին Թադևոսյանն ընդգծեց, որ տնտեսական հնարավորությունները ամփոփված են աշխատուժի մեջ, մարդկային գործոնի մեջ:

«Եթե հետաքրքրում է ցանկացած տնտեսական գնահատական, ապա ուշադրություն դարձրեք մարդկային գործոնի վրա: Տնտեսական միջավայրը փոքրանում է, երբ աշխատուժն արտագաղթում է: Եթե աշխատուժի վրա մեր իշխանությունները չեն դնում տնտեսական աճի հիմնական բեռը, ապա որտեղի՞ց պետք է ստանան այդ աճը: Չկա հարկային բազա, չկա աշխատուժը: Ուրեմն, մնացածը թվաբանություն է»,- ասաց մեր զրուցակիցը:

Անդրադառնալով բյուջեի պակասորդի թվին, որը կազմում է ՀՆԱ-ի 3,5 տոկոսը՝ տնտեսագետը նշեց, որ ոչ միայն այդ թիվը, այլ նաև մեր տնտեսության ողջ պատկերը խիստ մտահոգիչ է:

«Ցավով ու սարսափով նայում ու մտածում ենք, թե այս իշխանությունները ե՞րբ են պատիվ ու արժանապատվություն ունենալու՝ բարձրաձայն ասել ժողովրդին, որ իրենք սխալվել են, ներողություն խնդրելու այս ժողովրդից և գոնե բարոյական հեռանալու, հակառակ դեպքում ժողովուրդն է ստիպված լինելու նրանց հեռացնել»,-նշեց Թադևոսյանը:

Հարցին՝ ի՞նչ հույսեր է կապում Զոյա Թադևոսյանը «Ոչ»-ի հանրահավաքային պայքարի հետ, վերջինս պատասխանեց. «Գիտեք, ես միշտ էլ հույս կապում եմ: Եթե իշխանությունների հույսն այն է, որ իրենք կարողանում են կաշառել ժողովրդին և հասնել իրենց ուզածին, ապա գալիս է մի պահ, երբ այդ հանդուրժողականությունը վերածվում է անհանդուրժողականության և այդ ժամանակ ով տղամարդ է թո փախչի»:
