Ինչո՞ւ է առողջապահության նախարարությունը խուսափում պատասխանից
POLITICSՀունիսի 11-ին «Փաստ» օրաթերթը գրավոր հարցում է ուղարկել առողջապահության նախարարություն, ուր մասնավորաբար հարցրել ենք. «Մեր տեղեկություններով, Հայաստանում առկա «Գարդասիլ» պատվաստանյութի խմբաքանակի պիտանելիության ժամկետը լրանում է 2019թ. հոկտեմբերին: Սակայն, ըստ մեր տեղեկությունների, այն դեռ չի իրացվել սպասելի չափաքանակով: Խնդրում ենք նշել, թե որքանով է այս տեղեկատվությունը համապատասխանում իրականությանը, և, եթե համապատասխանում է, խնդրում ենք նաև պարզաբանել, թե ներկրվածից տոկոսային հարաբերակցությամբ որքանն է մնացել, և ի՞նչ է լինելու այդ խմբաքանակի հետ, եթե այն մինչև հոկտեմբեր ամբողջությամբ չօգտագործվի»:
Հունիսի 20-ին ստացել ենք նախարարության նամակը, որ «պահանջված տեղեկատվությունները տրամադրելու համար անհրաժեշտ է լրացուցիչ ժամանակ», այսինքն՝ ըստ «Տեղեկատվության ազատության մասին» ՀՀ օրենքի, մինչև 30 օր: Հարգելի պատճառ է, ուստի սպասեցինք ևս մեկ ամիս՝ հույսով՝ ստանալ ամբողջական ու սպառիչ պատասխան:
Եվ ահա, հուլիսի 19-ին ստացել ենք պատասխան, ուր բառացի ասված է. «Ի պատասխան 2019թ. հունիսի 11-ի Հայաստանի Հանրապետությունում մարդու պապիլոմավիրուսային վարակի դեմ պատվաստանյութի վերաբերյալ Ձեր հարցմանը, տեղեկացնում եմ, որ պապիլոմավիրուսային վարակի դեմ պատվաստումների գործընթացը շարունակվում է և տարեկան ամփոփ տեղեկատվությունը կտրամադրվի լրացուցիչ»:
Սա պատասխան է, որի համար պահանջվել է մոտ 40 օր: Մնում է հասկանալ, թե ինչի էր պետք լրացուցիչ ժամանակը. վերոնշյալ օրենքի 9-րդ հոդվածի 7-րդ մասի 3-րդ կետում (որին հղում էին կատարել նախարարության գրությունում) պատասխանի ժամկետի երկարաձգման պատճառ նշվում է՝ «...եթե գրավոր հարցման մեջ նշված տեղեկությունը տրամադրելու համար անհրաժեշտ է կատարել լրացուցիչ աշխատանք»:
Հետաքրքիր է՝ ինչ լրացուցիչ աշխատանք է կատարվել այսպիսի պատասխան ուղարկելու համար: Ընդ որում, պատասխան, որը ԲԱՑԱՐՁԱԿ որևէ կապ չունի մեր հարցման հետ: Եվ պատասխանի այսքան ձգձգումն ու այսպիսի անորոշ, խուսափողական պատասխանի տրամադրումն ինքնին նոր հարցեր է ծնում ու լուրջ կասկածներ, որ մեր ստացած տեղեկությունների առումով իսկապես խորքային խնդիրներ կան:
