20 տարի ծառայեն՝ բնակարան չստանա՞ն. Փաշինյանը նախկինում ասում էր՝ սա դավաճանություն է

Այսօր կառավարության դիմաց բողոքի ակցիա իրականացնող նախկին սպաները պնդում են՝ իրենք հայրենիքին ծառայել են 100 տոկոսով, բայց այսօր իրենց տրամադրում են բնակարան գնելու համար անհրաժեշտ գումարի ընդամենը 50 տոկոսը։ Նախկին սպա Կարեն Հակոբյանի խոսքով՝ նախագծի քննարկմանն իրենց ներկայացուցիչը չի մասնակցում։ 

 

«Այդ օրինագծի մեջ կան կետեր, որոնք խախտումներ են և չեն համապատասխանում իրականությանը։ Մենք թոշակառու զինվորականններ ենք, զորացրվել ենք մի քանի տարի առաջ և այդքան տարիներ սպասում ենք բնակարան ստանալու մեր հերթին։ Առաջարկում  են գումար, որն ուղղակի չնչին է։ Այնպես չէ, որ խնդիրն այս տարի է առաջացել, բայց գնալով բնակարան չստացածների թիվը կավելանա։ Մենք զորացրվել ենք 2015 թվականից հետո, բայց տարիներ առաջ շենքը կառուցում էին և բնակարաններ էին տրամադրվում»,- լրագրողների հետ զրույցում ասաց նախկին սպան։

 

Հարցին, թե արդյոք հանդիպե՞լ են որևէ պաշտոնյայի և ի՞նչ պատասխան են ստացել, Հակոբյանը պատասխանեց․

 

«Մեկ անգամ հանդիպել ենք Դավիթ Տոնոյանին, ասաց՝ էդ ի՞նչ խնդիր է, մնում է՝ կառավարությունը փողը տա։ Խնդիրը միայն փողը չէ, հարցն այն է, որ վարչապետի և այդ նախագծում գրված խոսքերը չեն համապատասխանում։ Վարչապետն ասում է՝ այդ հարցը կլուծվի, իրենց բնակարան կտրամադրվի, ՊՆ-ի նախագիծն ասում է՝ պետք չէ գումար տրամադրել բնակարանների համար, հիմա ուզում ենք հասկանալ՝ ո՞ւմ խոսքն է ուժեղ։ Մենք վստահ ենք, որ նույնիսկ վարչապետը տեղյակ չէ, դրա համար ուզում ենք տեղեկացնել։ Մեկն ասում ա՝ լավ ա լինելու, մյուսն ասում ա՝ ով  ասել ա, որ լավ ա լինելու՝ գնա նրա մոտ։ Մենք հիմա միայն հավատում ենք թղթին։ Ոչ մի իշխանություն հավերժ չէ, մենք ուզում ենք հասկանալ՝ օրենքը որն է, որ կարողանանք մեր պահանջները ներկայացնել։ Նախկինում, ըստ օրենքի, պետք է տրամադրվեր բնակարան կամ դրան համարժեք գումարը»։

 

Ակցիայի մասնակիցները պնդում են, որ ծառայության ընթացքում կորցրել են առողջության 60 տոկոսը։ Հիմա ստանում են ցածր թոշակ։ Նրանց պահանջն էլ բնակարանն է, իսկ գումար չեն ուզում։

 

«Թող բոլորը հասկանան, որ եթե պատերազմ լինի, մենք ենք կանգնելու, որովհետև մենք պրոֆեսիոնալ զինվորականներ ենք։ Մեզ մոտ կան մարդիկ, ովքեր Ղարաբաղյան պատերազմի մասնակիցներ են, վիրավոր են, ծառայել են 20 տարի։ Այս նախագիծն առաջարկել է նախկին նախարար Վիգեն Սարգսյանը այն ժամանակ, երբ Նիկոլ Փաշինյանն ընդդիմություն էր՝ մեղադրում էր նման քայլի համար։ Այսօր իշխանություն է փոխվել և սպասում ենք, որ այդ նախագիծն էլ կփոխվի։ Փաշինյանը նախկինում դա անվանեց դավաճանություն, բայց այսօր շարունակվում է։ Օրեր առաջ պատգամավոր Պապոյանն ասում էր՝ եկեք նպաստավոր պայմաններ ստեղծենք, որ թոշակառու սպաները կարողանան հիփոթեքով տուն վերցնեն, բա մեկը չկա՞ր՝ ասեր, որ զինվորականն իր թոշակով չի կարող հիփոթեք մարել»,- եզրափակեց նախկին սպան։

 

Ակցիայի մասնակիցները պնդում են, որ այս ամենն օրենքի խախտում է, և բացի դա, իրենց աշխատանքը պետք է գնահատի պետությունը։ Նախկին զինծառայողների խոսքով, դժվար է ամսվա կեսը անցկացնել սահմանին, հեռու լինել ընտանիքից և անհրաժեշտության դեպքում չկարողանալ հոգալ խնդիրները։
