POLITICSՄենք երկար տարիներ պայքարել ենք խորհրդարանական համակարգ ունենալու համար, ու այսօր հնին վերադարձը լուրջ հետընթաց կլինի: Այս մասին Tert.am-ի հետ զրույցում ասաց ՀՅԴ ԳՄ ներկայացուցիչ Իշխան Սաղաթելյանը՝ անդրադառնալով արտախորհրդարանական 10 ուժերի կողմից սահմանադրական փոփոխությունների պահանջին:
Հիշեցնենք, որ արտախորհրդարանական 10 ուժեր համախմբվել են «Նոր սահմանադրություն» նախաձեռնության շուրջ, որի նպատակը նոր մայր օրենքի ընդունումն է:
Սաղաթելյանը նշեց, որ ՀՅԴ-ն դեմ է, քանի որ դա հետընթաց կլինի: Ըստ նրա՝ ո՛չ դրա հասարակական պահանջը կա, ո՛չ էլ իմաստը:
Անդրադառնալով այդ ուժերի այն դիտարկմանը, թե Սահմանադրության ընդունման հանրաքվեն բազմաթիվ խախտումներով է անցել, նա ասաց. «Եթե այդ ուժերի ՝ Սահմանադրությունը փոխելու հիմնավորումը այն է, որ նախորդ սահմանադրությունը ընդունվել է կեղծիքներով, ուրեմն վերջին երեք տարիներին՝ այսինքն` այս նոր սահմանադրությամբ տեղի ունեցած բոլոր գործընթացները անօրինական են: Արդյոք դա այդպե՞ս է, և արդյոք այդ ուժերն այդպե՞ս են մտածում»:
Սաղաթելյանն ընդգծեց, որ ՀՅԴ-ի համար կառավարման խորհրդարանական ձևը Հայաստանի զարգացման լավագույն տարբերակն է: «Մենք կարծում ենք, որ կառավարման խորհրդարանական ձևը լավագույն տարբերակն է մեր երկրի զարգացման համար, և հենց այս սահմանադրության մեջ ժամանակի ընթացքում պետք է որոշակի փոփոխություններ իրականացնենք այն անթերի դարձնելու համար»,- նշեց նա:
Իսկ թե ինչ փոփոխություններ, նա նշեց՝ օրինակ, որոշակիորեն սահմանափակել վարչապետի լիազորությունները և մեծացնել խորհրդարանի դերակատարությունն ու վերահսկողությունը, այսինքն՝ վերացնել սուպերվարչապետության ինստիտուտը:
«Հույս ունեմ, որ իշխանություններն ուշ թե շուտ կհասկանան դրա կարևորությունը, կդրսևորեն այդ քաղաքական կամքը, կգնան այդ փոփոխություններին, քանի որ դա բխում է բոլորի շահերից»,- ասաց Սաղաթելյանը:
Հարցին էլ՝ ամեն դեպքում, եթե նոր սահմանադրություն ունենալու նախաձեռնությունը ընդլայնվի, ի՞նչ են անելու, նա պատասխանեց. «Թույլ չենք տալու, հնին վերադարձ չկա. Սահմանադրությունը խաղալիք չէ, որ տարին մեկ ըստ ճաշակի փոխենք»:
