Անիմաստ է արտաքին միջոցներից չօգտվելը

Մի շարք գործոններով պայմանավորված այս տարի Հայաստանը ստիպված եղավ ավելացնել արտաքին աղբյուրներից ներգրավվող ֆինանսական միջոցների ծավալները, որն էլ հանգեցրեց արտաքին պարտքի աճին։ Սպասվում է, որ մինչև տարեվերջ այն կկազմի ՀՆԱ 42,3 տոկոսը՝ համալրվելով շուրջ 700 մլն դոլարով։
Կարելի է փաստել, որ թեև վերջին շրջանում բավական հաճախ է խոսվում արտաքին պարտքի «կտրուկ» ավելացման մասին, այնուհանդերձ պաշտոնական ցուցանիշները բոլորովին այլ բան են ասում։ Ամեն դեպքում, այդպես է գոնե մինչև այժմ։ Ըստ ֆինանսների նախարարության հրապարակած տվյալների, այս տարվա նոյեմբերի 1-ի դրությամբ Հայաստանի արտաքին պարտքի աճը կազմել է 319 մլն դոլար։
Առկա բավական բարդ ֆինանսական և տնտեսական տարվա պայմաններում հազիվ թե սա կարելի է պարտքի մեծ աճ համարել։ Հիշեցնենք, որ 2009թ. ճգնաժամի ժամանակ Հայաստանի արտաքին պարտքը համալրվեց գրեթե 1,4 մլրդ դոլալով։ Եթե անգամ իրականանան կանխատեսումները, ապա տարեվերջին արտաքին պարտքի աճը առնվազն կրկնակի փոքր կլինի 2015թ. համեմատ։
Ճիշտ է, առաջին հայացքից արտաքին պարտքի ավելացումը որոշակի մտահոգություններ է առաջացնում, սակայն իրականում խնդիրը ամենևին էլ դրա մեծության մեջ չէ և ամեն ինչ կախված է տնտեսության վիճակից։
Այնպես չէ, որ պետք է հրաժարվել արտաքին աղբյուրներից գումարների ներգրավումից՝ առավել ևս, որ տնտեսությունը դրա կարիքն ունի։ Արտաքին միջոցների ներգրավման հետ կապված մտահոգությունները պետք է լինեն առաջին հերթին դրանց շրջանակներում նախատեսված ծրագրերի իրականացման արդյունավետության առումով։ Եթե այդ գումարներն օգտագործվեն նպատակային և ծառայեն նախանշված ծրագրերի իրականացմանը, ապա որևէ կասկած չկա, որ դրանց հետ կապված խնդիրներ չեն լինի։
Վերը նշված արտաքին միջոցներից չօգտվելը պարզապես անիմաստ կլինի։ Հատկապես ներքին ֆինանսական ռեսուրսների անհամեմատ թանկ լինելու պարագայում։
Արտաքին պարտքի մեծությունը դեռ բավարար չէ դրա ռիսկայնությունը գնահատելու համար։ Կան մի շարք երկրներ, որոնք անհամեմատ ավելի ծանր պարտքի բեռ ունեն, սակայն որևէ մտավախություն չունեն դրա սպասարկման հետ կապված։
