Քեֆչի իշխանության դեմքը
POLITICSՀանգստյան օրերին ակտիվորեն քննարկվում էր վարչապետ Փաշինյանի հրապարակային արձագանքը լրատվամիջոցներից մեկի այն հրապարակմանը, որտեղ խոսվում էր իշխանությունների կողմից կազմակերպվելիք (կազմակերպված)խաշկերույթի մասին: Զարմանալիորեն վերջին շրջանում հանրային քննարկումների հանդեպ պասիվ Փաշինյանը արձագանքել էր այդ հրապարակմանը՝ բավական ծավալուն և բավական էմոցիոնալ:
Իհարկե, ինչպես Փաշինյանն է ասում, խաշ ուտելու մեջ որևէ վատ բան չկա ու 3000-ական դրամ հավաքելով հնարավոր է գնալ խաշ ուտելու: Վատ բան չկա ընդհանրապես ռեստորան գնալու մեջ: Խնդիրն այլ է: Նախ,լավի և վատի չափանիշներն իշխանության դեպքում աշխատում են բոլորովին այլ կերպ: Միջազգայնորեն չգրված խաղի կանոն է, որ հանրային ու հատկապես բյուջետային գործիչները առավել քան գտնվում են հասարակության մանրադիտակի տակ: Բաներ, որոնք ներելի կամ ընդունելի են սովորական քաղաքացիներին, կարող են տրամաչափորեն հակառակն ընկալվել պաշտոնյաների դեպքում:
Երկրորդ ՝ վերջին շրջանում, հատկապես ընտրություններից հետո իշխանության տարատեսակ ներկայացուցիչների ջանքերով ստեղծվում է նոր իշխանությունների բոլորովին նոր կերպար ՝ ռեստորանային: Մեկ տոնում են հաղթանակ, մեկ տոնում են տարեդարձ, Ամանոր և այլն: Առանձին-առանձին վերցրած գուցե այս դեպքերից որևէ մեկում կրկին քննադատելի բան չկա: Բայց ընդհանուր պատկերը կրկին նույնն է ՝ իշխանությունը ռեստորաններում է: Հատկապես զգայուն է դառնում խնդիրը՝հաշվի առնելով, որ ռեստորանային լինելը նաև նախորդ իշխանության «մեղքերից» էր: Հասարակ ժամանցից այդ մեղքը վերածվելէր համակարգաստեղծ գործոնի նախկին իշխանության համար: Մեծ հարսանիքներ, ամուսնություններ իշխանության ներկայացուցիչների զավակների միջև, ծնունդներ, կնունքներ, Սերժ Սարգսյանի ներկայությունն այդ ամենին և այլն: Նոր իշխանությունները չեն կարող հաշվի չառնել, որ անցյալի այս հիշողությունը կախված է, ու իրենց վարքը քննվում է նաև այս տեսանկյունից:
Մյուս կողմից էլ տեղի է ունենում նոր իշխանական վերնախավի ձևավորման պրոցես: Այդ պրոցեսի կարևոր բաղադրիչներից մեկն է այդ վերնախավի կերպարը, մշակույթը: Որո՞նք են այդ կերպարի հիմնական ուղղությունները կամ ինչպե՞ս է մատուցվելու այդ կերպարը հանրությանը: Հեղափոխականների դերում այդ կերպարը հստակ էր ու հասարակությունն ընդունեց այն: Իշխանության կարգավիճակի դեպքում կարիք կա այլ կերպարի: Եթե այդ կերպարի ձևավորման շուրջ գիտակցված աշխատանք չկա, ապա այն ձևավորվելու է ինքզինքն, սոցցանցերում հայտնվող ռեստորանային խնջույքների տեսանյութերի հաշվին:
