Այսօր Օպերայի և բալետի համերգասրահի նախասրահում հանդիսավոր կերպով տեղի ունեցավ նորընտիր խորհրդարան անցած պատգամավորների երդման ու մանդատների ստացման արարողությունը: Արարարողության հանդիսավորությունն ինքնին բավական ներդաշնակ է հայաստանյան վերջին շրջանի քաղաքական իրողությունների հետ ՝ կար դիտարժանություն, բազմաթիվ լրագրողներ, մի շարք ուղիղ եթերներ: Գուցեև այս դիտարժանությունը գոյության իրավունք ունի, հատկապես եթե հաշվի առնենք քաղաքականության հանդեպ հասարակության հետաքրքրասիրության աստիճանը:

Խնդիրը, սակայն, այնէ, որ դիտարժանությունից բացի չկա որևէ այլ բան, այդ դիտարժանությունը ոչ թե արտացոլում է քաղաքականության հագեցած բովանդակությունը, այլ արտացոլում է ինքն իրեն: Կարելի է ասել, որ դիտարժանությունն ինքնին փոխարինել է քաղաքական բովանդակությանը: Այդ տպավորությունը ստեղծվում է թե իշխանության, թե խորհրդարան անցած մյուս քաղաքական ուժերի վարքից ու այդ վարքի ՝ հեղափոխական իրողություններին անհամարժեքությունից:

Այդ անհամարժեքության առաջին ցուցիչն այն է, որ արտահերթ համարվող խորհրդարանական ընտրություններն այդպես էլ արտահերթ քաղաքական ասելիք չբերեցին դաշտ: Արտահերթ էր, փաստորեն, միայն բուն ընտրության անցկացման տեխնիկական մասը: Այդ մասի իրագործումից հետո քաղաքական ողջ դաշտը մտավ խորը քնի մեջ ու կարծես դրանից զարթնում է դիտարժանության արժանի դեպքից դեպք: Որևէ մեկը, առաջին հերթին իշխանությունը որևէ տեղ կարծես չի շտապում: Ազգային ժողովի անդրանիկ նիստը նախատեսված է հաջորդ երկուշաբթի: Միաժամանակ բացի ֆորմալ նիստերից, չկա նաև, այսպես ասած, խորհրդարանի նոր դերի մասին որևէ քննարկում, որևէ միտք, բացառապես, ասենք, երրորդ փոխնախագահի շուրջ ինտրիգներից: Հատկապես, եթե հաշվի առնենք, որ Հայաստանը դե յուրե խորհրդարանական կառավարման մոդելի երկիր է, ապա նոր խորհրդարանի դերակատարության վերանայման անհրաժեշտությունն ավելի քան էական է:

Հայաստանի երրորդ հանրապետության խորհրդարանական պատմությունը ցույց է տվել, որ ամեն հաջորդ գումարման Ազգային ժողով նախորդից գուցե ավելի քաղաքակիրթ տեսք է ունեցել, բայց նախորդին միշտ զիջել է իր քաղաքական կշռով: Այս Ազգային ժողովն այդ իմաստով բացառություն չէ: Հավաքվել է, թերևս, ամենաքաղաքակիրթ Ազգային ժողովի կազմը, որ հնարավոր էր հավաքել: Բայց շահերի ռեալ բախում, որպես իշխանության առանձին թև քաղաքական կշռի առկայություն չկա: Այս ֆոնին նորընտիր պատգամավորներին մանդատով շնորհելու արարողության չափից շատ դիտարժանությունը աչք է ծակում, ոչ թե իր ճոխությամբ, այլ իր հիմքում բովանդակային փոփոխությունների բացակայությամբ ու դրանք տեսարաններով քողարկելու գուցեև ենթագիտակցական փորձերով:
