Երեկ պաշտոններից ազատվեցին մի քանի նախարարներ, մարզպետներ: Զուտ քաղաքական տեսակետից աննորմալ ոչինչ չկա, ավելին՝ երևի թե անբնական ու աննորմալ կլիներ, եթե այդ պաշտոնյաները մնային իրենց պաշտոններում: Խնդիրը, սակայն, ավելի խորքային է, քան թվում է առաջին հայացքից: Պաշտոնանկությունների շքերթի պակաս մեր երկիրը երբեք չի ունեցել, և դրանք հիմնականում կապված են եղել տարբեր տարիներին տարբեր կոալիցիաների ստեղծմամբ ու փլուզմամբ: Հասկանալի է, որ քաղաքական պաշտոնների նշանակվում են քաղաքական համաձայնությունների արդյունքում՝ ըստ քվոտավորման: Սակայն յուրաքանչյուր նման իրավիճակի արդյունքում այս կամ այն գերատեսչությունը հայտնվում է հերթական ցնցման մեջ: Ուզենք, թե չուզենք, որևէ նախարարի կամ մարզպետի փոփոխությունը այդ կառույցի համար, ցավոք, անցնցում չի անցնում: Եվ խոսքը միայն այն մասին չէ, որ ամեն մի նոր պաշտոնյա իր հետ համակարգ է բերում յուրայինների զգալի «բանակի», թեպետ այս հանգամանքն էլ պակաս կարևոր չէ: Ի վերջո, հատկապես հայեցողական պաշտոնների պարագայում փոփոխությունները, որպես կանոն, անխուսափելի են՝ իրենց բոլոր հետևանքներով հանդերձ: Խոսքը առաջին հերթին ցանկացած պաշտոնյայի ու նաև իր «թիմի» ադապտացման պրոցեսի մասին է, երբ որոշակի ժամանակահատված է պետք հունի մեջ ընկնելու, իրավիճակին ծանոթանալու, տարբեր նրբություններին տիրապետելու համար: Արդյունքում երբեմն տվյալ գերատեսչության մի ստվար զանգված զբաղված է լինում «վարժապետությամբ»՝ ղեկավարին ու նորերին սովորեցնելու համար: Վերջնարդյունքում, աշխատանքները մի որոշ ժամանակով էլի հետ են ընկնում: Իհարկե, լավագույն լուծումը կլիներ, եթե մենք կարողանայինք ունենալ ինստիտուցիոնալ այնպիսի համակարգ, որ տվյալ կառույցի բնականոն գործունեությունը կապված չլիներ ղեկավարի ով լինելու հետ: Սակայն առանձին բացառություններով (բացառություններն էլ՝ հիմնականում ուժայինների առումով), անծրագիր ու անդոկտրին վիճակը հանգեցնում է անձնավորված քաղաքականության իրականացման ու ըստ այդմ՝ անհատներից կախվածության: Մյուս կողմից՝ քվոտավորումն ինքնին հանգեցում է նրան, որ նշանակելիս ստիպված ես նշանակել նրան, ում կներկայացնի քվոտատերը, իսկ ազատելիս պիտի ազատես՝ անկախ նշանակվողի պրոֆեսիոնալիզմից ու աշխատանքի որակից: Այստեղ իսկապես լրջագույն խնդիրներ ունենք: Սա, իհարկե, անկայուն քաղաքական դաշտի ու քաղաքական հարաբերությունների ծնունդ է առաջին հերթին: Իսկ թե ինչպիսի լուծումներ կան, հուսանք՝ ժամանակը կտա պատասխանը, այդ թվում՝ արտահերթ խորհրդարանական ընտրություններից հետո, երբ էլ դրանք կայանան:
